STAFF REPORT
REQUEST: Special Recognition for City of Palm Desert Employees

Recommendation: That the City Council extend special recognition to Art Contreras,
Ernesto Navarrete, Mel Ramos, Sergio Rosas, and Abel Zatarain, employees of the Public
Works Maintenance Services Division, for their intervention in assisting a female victim who
had been grabbed by an unknown perpetrator.
Background:
On Thursday, September 14, 2006, at approximately 6:00 a.m., a young lady, while walking
to a bus stop, was grabbed by an unknown individual at the corner of Joni Drive and 42nd
Avenue, outside the Maintenance Services Facility. Public Works staff, while preparing for
their daily duties, heard a loud scream for help.
Art Contreras, Ernesto Navarrete, Mel Ramos, and Sergio Rosas quickly ran to assist the
young lady who was screaming. The perpetrator immediately ran from the scene, but due to
the early morning darkness he could not be identified and was not captured.
The effort and quick response of these employees may have prevented a more serious
incident from occurring, and they are to be commended for coming to the aid of an individual
in distress.
