PRELIMINARY MINUTES
REGULAR PALM DESERT REDEVELOPMENT AGENCY MEETING

Chairman Ferguson convened the meeting at 3:02 p.m.

With Agency Board concurrence, Chairman Ferguson adjourned the meeting to

VIII. ORAL COMMUNICATIONS - B
MR. ALAN SCHIFF, resident of Via Amormio, Palm Desert, stated he had two
issues he wished to raise before the City Council. The first was the helmet law for
bicyclists, as when he walks past the high school each morning, he's noticed a
majority of students riding their bikes to school aren't wearing helmets. He brought
it to the attention of one of the security guards there but was informed that the
school couldn't do anything but take down names and turn them over to the Police
Department. However, he felt the Police Department's time was probably better
spent on other matters and thought the school should become more involved in this
safety issue instead. Secondly, he recalled addressing the City Council about two
months ago regarding solar energy. He proposed making it mandatory for all new
residential construction and, therefore, including it in the home price, which could
be amortized over the life of the buyer's mortgage. He wondered if any other
progress had been made on that proposal.

Chairman/Mayor Ferguson responded that the City was still considering an energy
ordinance and working with a consultant to assist in that effort; it was all still in the
process. He added that he'd just addressed a conference on solar energy last
Sunday in Palm Springs.
MR. RANDY CASE, California Drive, Palm Desert, said he was one of the owners
of Palm Desert Country Club and came forward today to express appreciation to the
City Council, City staff, and everyone who's worked very hard in the community over
the last three years while their project was underway. He stated their grand opening
was scheduled for next week, acknowledging that it had been a long three years to
get to this point, and they appreciated the trust and support shown by the City.
Because of the inconvenience caused the 1,800+ Palm Desert Country Club
Homeowners during this time, he announced that its ownership had decided to offer
all of them free social memberships through 2007 as a way of saying thanks. The
social memberships were being well received, providing discounted golf, discounts
at the pro shop, and for food, beverage, etc.
IX. AWARDS, PRESENTATIONS, AND APPOINTMENTS
A. PRESENTATION TO RECOGNIZE CITY OF PALM DESERT/
PALM DESERT REDEVELOPMENT AGENCY EMPLOYEES FOR
EXCEPTIONAL SERVICE — SEPTEMBER 2006.
On behalf of the Agency Board/City Council, Chairman/Mayor Ferguson and
Mr. Ortega honored the following employees with a printed certificate and a
$100 gift certificate: Brad Chuck, Ricardo Torres (two nominations),
Jose Torres (two nominations), Ernesto Teran (two nominations), and
Ernie Owens.
B. PRESENTATION TO RECOGNIZE CITY OF PALM DESERT
PUBLIC WORKS MAINTENANCE SERVICES DIVISION EMPLOYEES FOR
HEROISM ON THE JOB.
On behalf of the Agency Board/City Council, Chairman/Mayor Ferguson and
Mr. Ortega provided special recognition to Art Contreras, Ernesto Navarrete,
Mel Ramos, Sergio Rosas, and Abel Zatarain. Mr. Ortega went on to relate
the situation where these employees intervened to prevent a young lady from
being harmed early one morning recently, and he congratulated their selfless
heroism.

C. PRESENTATION TO RECOGNIZE CAPTAIN STEVE THETFORD FOR HIS
SERVICE TO THE CITY OF PALM DESERT AND ITS POLICE
DEPARTMENT AS THE CITY'S FORMER DEDICATED LIEUTENANT.
On behalf of the Agency Board/City Council, Chairman/Mayor Ferguson
presented Captain Thetford with an engraved crystal plaque to
commemorate his exemplary service as the City's Dedicated Lieutenant.
Captain Thetford expressed his appreciation for the honor, adding that it had
been a pleasure and a tremendous opportunity for him to serve the City, its
leaders and staff. He added that he was not leaving the City, just now
serving it in a different capacity.
D. PRESENTATION OF PROCLAMATION DECLARING OCTOBER 26, 2006,
AS "VISITING NURSES ASSOCIATION DAY/INLAND COUNTIES' DAY" IN
THE CITY OF PALM DESERT.
On behalf of the Agency Board/City Council, Chairman/Mayor Ferguson
presented a framed proclamation to representatives from the Visiting Nurses'
Association. He urged all residents to recognize the valuable contributions
made by this organization.
X. CONSENT CALENDAR
A. MINUTES of the Regular Redevelopment Agency Meeting of September 28,
2006.
Rec: Approve as presented.
B. CLAIMS AND DEMANDS AGAINST THE AGENCY TREASURY - Warrant
Nos. 62RDA, 64RDA, and 65-Housing.
Rec: Approve as presented.
C. REQUEST FOR APPROVAL of Authorized Securities Broker for the City of
Palm Desert (Joint Consideration with the Palm Desert City Council).
Rec: By Minute Motion, approve First Tennessee Bank as an authorized
securities broker for the City of Palm Desert.

D. REQUEST FOR RATIFICATION of the Construction and Conveyance of an
Extension of the Commercial Domestic Water and Sanitation Systems at
Freedom Park to the Coachella Valley Water District (Contract
No. R23210E).
Rec: By Minute Motion, ratify the Executive Director's approval of the
subject action and agreement.
Upon a motion by Kelly, second by Spiegel, and 4-0 vote of the Agency Board, the
Consent Calendar was approved as presented.
