Discussion: On May 9, 2006, the Notice to Proceed was issued for Contract No. R23210 to James E. Simon Company for the construction of Freedom Park. As a result of a business purchase that occurred on March 1, 2007, Superior Ready Mix Concrete, L.P. purchased James E. Simon. As part of the transaction, contingent upon the Redevelopment Agency's approval, Contract No. R23210 was assigned to Simon Contracting, the construction division of Superior Ready Mix.
