Funds for this work are available in Account No. 850-4358-433-4001. Executive Summarv: Acceptance of this recommendation will approve additional reimbursable expenditures associated with landscape architecture design services for the site surrounding the future La Spiga restaurant. Discussion: At its meeting of August 24, 2006, the Palm Desert Redevelopment Agency approved the Agreement between Randy Purnel Landscape Architects, in a not -to -exceed amount of $7,000 (including reimbursables) for landscape architecture design services. On December 14, 2006, Contract Amendment No. 1 was approved in the amount of $13,295 (not including reimbursables) for additional landscaping extending the scope along the Palm Valley Storm Channel. Randy Purnel Landscape Architects is nearing completion of their contracted services for the design of the site surrounding La Spiga, as well as the additional scope of landscaping near the Palm Valley Storm Channel. Currently, the amount owed to the firm for reimbursable costs associated with the Staff Report Approval of Contract Amendment No. 2 to Contract R25620 (Randy Purnel Landscape Architects) — Entrada del Paseo Improvements Surrounding the La Spiga Parcel Page 2 April 26, 2007 project exceeds the original amount of $500. Staff requests additional funding in an amount not -to -exceed $1,000 to cover the costs associated with production of final construction documents and any final amendments to the design documents that may occur. The consultant shall perform all work as necessary or required to complete the Professional Service Amendment items for a lump sum price agreed upon between the Consultant and the Palm Desert Redevelopment Agency, otherwise referred to as Owner. Executive Summarv: The 2.6-acre property contains a single-family residence with guesthouse, a large drained swimming pool, and densely grown plant material covering the site. The property was scheduled to go through the standard bid procurement procedures, until approximately two weeks ago when vagrants and trespassers began to utilize the property in an inappropriate and unsafe manner. Code reported nuisance complaints, and City staff reported possible drug paraphernalia, and repeatedly chased trespassers off the premises. Temporary measures have been taken to secure the property, but have failed to deter the trespassers. Upon final notification from Code Enforcement, the City Manager directed the procurement of an emergency bid for demolition and clearing of the site. Discussion: The 2.6-acre property, purchased by the Redevelopment Agency in December 2006, has been the target of vagrant and trespasser activity, which has begun to increase rapidly over the last two weeks. The procurement of the demolition bid is in response to numerous notifications, both verbal and written, from Code Enforcement and the Public Works Department. Efforts have been taken to temporarily secure the property, which includes single-family residence structures, an empty swimming pool, and fencing. These measures, coupled with the existing wall, fence, and gate, have not been enough to deter the increased activity. Staff Report Ratification of Sole Source Bid for Emergency Demolition and Clearing of 2.6-acre Property at 42-615 Dudley St., Palm Desert Page 2 of 2 April 26, 2007 On April 18, 2007, Demo Unlimited, a local company utilized by both Public Works and the Redevelopment Agency on other projects, was asked to review the property's condition for the purpose of an emergency bid procurement for the demolition and clearing of the entire property. Demo Unlimited met with both the Agency and Code Enforcement during their review, and has determined the cost of removal of all buildings, plant material, asbestos abatement and removal, and sealing the property for dust control to be $92,500. Both Public Works and Planning have reviewed the bid proposal to determine the reasonable nature of the bid under current circumstances. Both have deemed the bid to be in a reasonable price range considering the urgent nature of the project and time constraints. Staff recommends ratification of the bid for the demolition and clearing of the property.
