EXPANSION MASTER PLAN FOR THE CENTER, AND RE-
SURFACING THE CENTER PARING LOT

Recommendation:
By Minute Motion, that the Agency Board authorize the use of the previously
authorized $70,000 payment for purchase of a storage shed, master planning
services, and re -surfacing of the Joslyn Senior Center parking lot.
Executive Summary:
The construction of the recreation room for Catalina Gardens and the Pueblos Senior
Apartments required the demolition of a storage building used by the Joslyn Senior
Center. The Agency Board previously authorized the payment of $70,000 to replace the
storage as part of the Center's building expansion. The Joslyn Senior Center has
requested that the use of the funds be modified to purchase a storage shed, fund
master planning services; and, to the extent funds are available, to resurface the
Center's parking area. This action will facilitate storage for lawn bowling, help the
Center plan its future expansion, and possibly improve its parking area, which
represents a potential hazard.
Discussion:
The Redevelopment Agency Board authorized the $70,000 reimbursement to the Joslyn
Senior Center on January 13, 2005 from unobligated Project Area 1 funds to the
Catalina Recreation Facility (Account No. 850-4433-433-4001) to construct replacement
storage as part of the Center's proposed facility expansion.

The Joslyn Senior Center had originally contemplated using the funds to add storage to
the anticipated expansion of their facility. The Center's plans have changed. It would
like to use the $70,000 to buy a smaller storage shed, conduct master planning and
needs assessment to identify its long-term needs; and, if funds remain, resurface its
parking area which is in a deteriorated condition.
Staff recommends the modification in how the funds are used to assist the Joslyn
Senior Center to address its immediate needs and better plan how to serve its clientele
in the future.

Dear Carlos:
Thanks I'or taking the time to see me about last week about pressing issues at the
Joslyn Senior Center. Attached, please (ind the city's staff' recommendation to
replace the Lawn Bowler's shed for $70,000. In light of our needs to rethink and
possibly add to the existing buildings, I think it would be unwise to build a
permanent stnteture for outdoor activities storage at this tine.
As we discussed, I would propose that we buy an existing shed, large enough to
met our current needs and erect it adjacent to the Art Center. This will solve the
problem temporarily and may have a use longer term if we modify the buildings.
In addition, I would propose that we use some of the money available to hire an
architectural firth to conduct user interviews with staff and members and then,
looking at all the buildings and available real estate, conduct a Master Plan for the
complex. We are in desperate need of additional activity space and of course
parking is always at a premium. We need to plan for the long term.
Last, I would like w use any remaining monies available to re -surface the parking
Int. it has not been done in a long time and currently contains many tripping
hazards.
I have enclosed a budget for the three projects. If you are able to re -allocate any or
all of the moneys available from the construction of the Catalina Gardens
Community Room that would be wonderful.

demolished as part of the recreation facility construction project;
and
2. Authorize payment of $70,000 to the Joslyn Senior Center to
reimburse for costs of construction of said storage space.
Executive Summary:
The construction of a new recreation room for Catalina Gardens and Pueblos senior
apartment complexes necessitates the demolition of a storage building used by the
Joslyn Senior Center. Approval of the staff recommendation will provide for
replacement of this storage building in collaboration with an ongoing project to enlarge
the Senior Center building. Denial of the staff recommendation would leave the Joslyn
Senior Center and adjacent lawn bowling greens without adequate space for storing
equipment and supplies.
Discussion:
The Catalina Gardens and Pueblos senior apartment complexes are adjacent to the
Joslyn Senior Center and an area used for lawn bowling. In order to enhance
opportunities for the residents at Catalina Gardens and Pueblos, CDBG monies were

obtained to help design and construct a new community room where the seniors can
socialize and participate in various activities. To properly site the new community room
building so that it will best serve the two apartment complexes and to provide direct
access from those complexes, it is necessary to demolish a concrete block storage
structure that serves the Joslyn Senior Center and lawn bowling green. This storage
building is used regularly by both the Senior Center and by parks maintenance
personnel who store equipment for maintaining the bowling green.
A number of possible concepts for replacing the existing storage building were
investigated. These concepts included: expanding the new recreation room such that it
would provide the necessary storage space; adding a storage room to the existing
Joslyn Senior Center building; providing off -site storage for the equipment and supplies
currently housed in the storage building; and eliminating the storage space altogether,
asking the Joslyn Senior Center to make do with existing facilities and the Parks and
Recreation District to house their equipment elsewhere.
After review of the options, staff determined that the best and most cost effective
alternative is to increase the size of the Joslyn Senior Center building. This is easily
done in collaboration with the Center by augmenting funding for an existing project to
add space to the Joslyn Senior Center. This existing project was already in progress
since the current facilities had been deemed to be undersized for current usage and
programs. The project had been scaled back due to receipt of bids that exceeded the
construction budget. Supplementing the funding for the Joslyn Senior Center project
with $70,000 for replacement of the storage building will allow the storage space to be
constructed as part of the building expansion.
The Agency Board approval of the staff recommendation will allow staff to reimburse the
Joslyn Senior Center for the portion of their project that provides for the design and
construction of the additional storage capacity as part of their building expansion
project.
