NOTICE OF CESSATION
By Minute Motion, that the Agency Board file a Notice of Cessation for Contract
No. R-21780 (Taylor Frager, Inc.) for construction of the Palm Village Apartments.
Discussion
On April 15, 2006, the Notice to Proceed was issued for Contract No. R-21780 to Taylor Frager,
Inc. for construction of the 36-unit Palm Villalge Apartments in the amount of $5,839,386. The
Agency received correspondence from Taylor Frager, Inc., dated April 27, 2007, which stated
that "Taylor Frager will be totally demobilized on May 1, 2007. Our jobsite office will be closed."
Taylor Frager, Inc., ceased providing labor and work of improvements at the Palm Village
Apartments as of May 11, 2007, prior to their completion of the project and obtaining an
approved final inspection. The cessation of the labor has been continuous since and exceeds
thirty days.
Therefore, staff recommends that the Agency Board file a Notice of Cessation for the subject
contract.

NOTICE OF CESSATION [CIVIL CODE § 3092]
NOTICE IS HEREBY GIVEN pursuant to Section 3092 of the California Civil
Code, that labor ceased on Mav 11, 2007, on the construction required pursuant to a
contract between the undersigned, PALM DESERT REDEVELOPMENT AGENCY, and
TAYLOR FRAGER, INC. on the property located at 73-650 Santa Rosa Way, Palm
Desert, CA 92260, and described as follows:
Lots 5, 6, 7, and 8 of Palm Village Garden Tract Unit No. 2, as
shown by Map Book 22, Page 50, and Lot 12 of Palm Village
Garden Tract, as shown by Map Book 21, Pages 56 and 57.
The cessation of the labor has been continuous since said date to the date of the
recording of this notice. The undersigned, PALM DESERT REDEVELOPMENT
AGENCY, whose address is 73-510 Fred Waring Drive, Palm Desert, CA 92260, owns
the following estate in said property described above: fee simple.
