REQUEST: RATIFY EXECUTIVE DIRECTOR'S APPROVAL OF F & F CONSTRUCTION,
INC. PROPOSAL IN THE AMOUNT OF $24,900 TO PROVIDE ADA
COMPLIANT THRESHOLD HEIGHTS AND PROPERLY SLOPE DECKS AT
THE PALM VILLAGE APARTMENTS

Recommendation:
By Minute Motion, that the Agency Board ratify the Executive Director's approval of
F & F Construction, Inc.'s proposal in the amount of $24,900 to provide ADA compliant
threshold heights and properly slope decks at the Palm Village Apartments. Funds are
available in Account No. 870-4349-433-4001.
Discussion:
As of May 11, 2007, Taylor Frager Inc. (Contract R21780) had demobilized and provided no further work
of improvement at the Palm Village Apartments prior to completing the project and obtaining an approved
final inspection. Staff is proceeding to have other contractors complete the remaining work including that
in this proposal, which is for work required for final inspection.
On May 16, 2007, a Request for Proposals was posted seeking bids to provide ADA compliant threshold
heights at first floor patios and to properly slope decks of Buildings A and B at the Palm Village
Apartments at 73-650 Santa Rosa Way. Contractors were also solicited directly requesting proposals for
this work. The only bid received in response to the RFP was from F & F Construction, Inc., in the amount
of $24,900.
Staff recommends ratification of the Executive Director's approval of proposal from F & F Construction,
Inc. for the aforementioned work at the Palm Village Apartments.

We propose to complete the following work at the above address:
1. Slope the back patios of (18) units, approx. 36", to the bottom of the existing thresholds, to be
able to meet A.D.A. standards using a concrete overlay material, which includes a fiberglass mesh.
Texture will match the existing. We will need the top coat color from the original work. We will
not be responsible for moisture coming up from under the concrete.
LABOR AND MATERIAL $8,000.00
2. Fix the slope issue in front of (8) upstairs units in front of the entry doors on the A & B Buildings.
We will need to remove the entry door and threshold. We will not be responsible for the grout or
tile damage. The weep screed reveal may be lost in this process. We will also re -slope the landing
areas at the top of the stairs to be able to drain correctly. Texture and color will match the existing.
We will need the color from the original work. We cannot be responsible if the decking material is
not glued and screwed properly, or the existing waterproofing material is not adhered adequately.
We will also fix the low spots in front to the drains on the upstairs units #320, #327, and #328. We
will not be removing the nosing at the top of the stairs where the drip edge is exposed. No work
will be performed at this area.
LABOR AND MATERIAL $16,900.00
Any additional work will be billed at $55.00 per man hour, plus the cost of any material. This includes any
driving time searching for or picking up of any material which is not supplied to us. This estimate is based
upon contracting for all of the items listed. Additional costs may be necessary if items are deleted. This
estimate is good for 7 days.
Written acceptance of this estimate will make this a binding contract based upon the items listed in a
previous contract on file with the City of Palm Desert, from other accepted work.
