Structural Engineering, Inc. for structural engineering services at the Laguna Palms Apartment project located at 73-675 Santa Rosa Way. Funds for this service are available in Account No. 870- 4195-466-3092. Executive Summary: Approval of staff's recommendation will ratify a professional services agreement in the amount not -to -exceed $6,500.00 for structural engineering and observation services at Laguna Palms Apartment project. The Agency's Executive Director authorized staff to contract with B.G. Structural Engineering, Inc. to provide structural engineering and observations necessary to ensure the structural integrity of the project. Discussion: The Laguna Palms Apartment rehabilitation consists of 48 apartment units located at 73-675 Santa Rosa Way. Staff is currently in the process of remodeling the units in order to bring them up to the standards of the other Agency owned properties. Due to the age and condition of the property, staff has encountered the need to replace many roof rafters, roof sheathing, and re - stucco the building. These modifications trigger the buildings to meet current Building/Seismic Code requirements. Additional structural calculations and on -site observations are required to ensure that buildings are structurally sound for life of the project. In order to proceed with new structural calculations, staff received approval by the Executive Director to contract with B. G. Structural Engineering, Inc. The proposal includes new structural calculations based on various structural and seismic upgrades that will be provided to the buildings, and on -site observations to ensure the contractor implements the mitigation correctly. 0 Staff Report Ratification of B.G. Structural Engineering is a qualified firm that completed the original structural engineering for the project and is familiar with the site conditions. Gentlemen: In accordance with your request, presented herein is this firm's proposal to provide professional structural engineering services for the proposed Laguna Palms remodel. This letter presents our anticipated scope of services and associated fees. This proposal is based on our previous discussion. A. PROJECT DEFINITION: 1. Laguna Palms — lateral Analvsis: • Structural engineering/consulting services for the proposed Laguna Palms apartments located in the Palm Desert, CA. Services to include structural design of the lateral system for apartments clusters A-E and check existing headers at building E, and coordination with other design professionals on the project. 2. Site visits: • Ten (10) site visits at 2 hours per visit. 3. Site observations: Structural site observation for plan conformance is not included in this proposal. Such services if required will be executed under separate contract. Page 2 of 3 June 1, 2007 B. SCOPE OF WORK: 1. Structural calculations. 2. AutoCad-drafted structural construction documents including; framing plans, details, and structural notes. 3. Reviews of all applicable shop drawings. 4. Building Department corrections. 5. Structural design shall substantially comply with the requirements of the applicable Building Code. C. FEE: 1. Services as noted in Al above: $2,500.00 - $3,000.00 (billed hourly) 2. Services as noted in A2 above: $3,000.00 (billed hourly) 3. Additional (see A3 above) site observations and additional design services to be billed hourly. 4. Expenses: including but not limited to, travel, car rental, and lodging. Expenses shall be billed at 1.15 times cost incurred. D. WORK NOT INCLUDED: 1. Plan check and permit fees. 2. Blueprinting or reprographic costs. 3. Cost estimates or bidding. 4. Sampling and testing of materials or review of concrete mix designs. 5. Civil engineering and land surveying. 6. Changes in structural designs already accomplished after approval of preliminary drawings upon which the contract is based. 7. The Consultant has not been retained or compensated to provide design and construction review services pertaining to the Contractor's safety precautions or to means, methods, techniques, sequences, or procedures required of the Contractor to perform his work; omitted services include, but are not limited to, temporary retainment of excavations and any erection methods and temporary bracing. E. ADDITIONAL SERVICES FEE SCHEDULE: If additional services are required, they will be charged out at the following rates: Structural Engineer: $150.00/Hr. Staff Engineer: $100.00/Hr. INFORMATION REQUIRED FROM CLIENT: Dimensioned floor plans, elevations, cross sections, architectural detailing and other pertinent design information including a current soils report. G. SCHEDULING: At this time a design schedule has not been discussed. We will make all reasonable efforts to comply with the design timeline set by the Architect. Prior to beginning the project, we require a signed contract. The signed contract will finalize the terms of agreement specific to this project. The fees in this proposal are valid for three (3) months from the date above and are based on the preliminary information presented.
