Approve Amendment No. 15 to the Development Agreement (Contract No. R23390) in an amount not -to -exceed $33,821.62 for the development of an emergency access at the Falcon Crest Development; and 2. Approve appropriation of $33,821.62 from unobligated 20% Housing Set - aside fund monies to Account No. 870-4698-466-4001. Executive Summarv: Approval of staff's recommendation will allow for completion of an emergency fire access to be located on Lot "I" of the Falcon Crest Development. The emergency access is intended to service the Hovely Gardens development as necessary. The amendment is for materials (decomposed granite pave) to be implemented in the 24 ft. vehicle access, support materials, and the implementation of a driveway, which will provide easy access to the space in case of emergency. Discussion: On July 14, 2005, the Palm Desert Redevelopment Agency Board awarded a contract to ComDyn PD, LLC for the development of affordable housing on the 20-acre site, currently known as Falcon Crest and the La Rocca Villas. Throughout the planning process, Lot "I" has been called out as an Emergency Access servicing the Hovely Garden Apartments. The Staff Report Approve Amendment No. 15 to Contract R23390 (ComDyn PD LLC) Emergency Access Falcon Crest Page 2 of 2 October 25, 2007 peripheral landscaping on the eastern and western borders of the lot have been completed in congruence with the landscape throughout the Falcon Crest development. ComDyn is proposing a new product that has been reviewed and approved by the Landscape Maintenance Department and by the Fire Inspector's office. The topical material consists of decomposed granite that covers the GravelPave 2 reinforcement materials. These materials meet all specifications/requirements, as outlined by the Fire Department. The access path will easily blend with the aesthetics of the development, while meeting all parameters set forth by the Fire Department. The existing straight curb is to be demolished and replaced with a driveway access as per the direction of the Public Works Department, as identified in the approved precise grading plans. Staff recommends approval of the recommendation in the not -to -exceed amount of $33,821.62, in order to meet the current construction schedule, as set forth by ComDyn for the remainder of the Falcon Crest and La Rocca Villas developments. The consultant shall perform all work as necessary or required to complete the Contract Amendment items for a lump sum price agreed upon between the Consultant and the Palm Desert Redevelopment Agency, otherwise referred to as Owner. Contract Time Extension -0- Days. As indicated in the previous geotechnical reports, the site soil is comprised primarily of fine-grained windblown sand. The site soil has an R-Value in excess of 60. Based upon this, it is our opinion that the proposed Gravelpave2 system should provide adequate support for fire and emergency vehicles up to 80,000 pounds. It is our opinion that the aggregate base section beneath the Gravelpave2 system may be safely reduced to 6.0 incites. If you have any questions regarding this memo, please contact the undersigned. The intent of the review was to recommend a base thickness based on this provided information and the known application of a Gravelpave2 fixelane. After careful review of the soils report you sent, I would recommend 12 inches of Class 2 aggregate base be installed as and compacted to 95% modified Proctor for use under the Gravelpave2 product. This will support the 80,000 lb load requirement. This is based on the listed R-value of your soils of 60 in the Sladden Engineering Geotechnical Investigation dated June 21, 1999.
