Recommendation:
By Minute Motion, that the Agency Board:
1. Approve Contract Amendment No. 3 in the amount of $8,700 to Stantec
Consulting Inc. (Contract No. R24770) of Palm Desert, California for the
professional drafting/survey services of a roadway and parking extension, and
additional reimbursable expenses at Entrada del Paseo.
Funds are available in Account 850-4358-433-4001.
Executive Summary:
Approval of the staff recommendation will approve a contract amendment to allow
Stantec Consulting Inc. to draft and provide survey/staking services for an extension of
the fire access roadway and additional parking at Entrada del Paseo.
Discussion:
The Phase 2 Civil drawings illustrated a turf block lane extension that provides
emergency access to the rear of the Henderson Building. Once staff received the
pricing for the turf block, staff realized that it would be more cost effective and beneficial

to extend the paving and parking at this time in this area rather than remove the turf
block at a later date. This would extend the paving from beyond La Spiga's front door to
the end of the fire access lane required for the Henderson Building. In addition, this will
provide an additional 18-20 spaces on either side of the roadway and additional parking
for the remaining pad at Entrada del Paseo.
Based on the new scope of work and proposed breakdown, staff recommends approval
of Contract Amendment No. 3 to allow drawings to be completed for a paving/precise
grade plan of the roadway and parking extension at Entrada del Paseo.

This Professional Service Amendment covers changes to the subject contract as described herein. The consultant
shall perform all work as necessary or required to complete the Professional Service Amendment items for a lump
sum price agreed upon between the Consultant and the Palm Desert Redevelopment Agency, otherwise referred to as
Owner.
Contract Time Extension -0- Days.
Revised Contract Total $88,500.00
The undersigned Consultant approves the foregoing Professional Service Amendment # 3 as to the changes, if any,
in the contract price specified for each item including any and all supervision costs and other miscellaneous costs
relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on
account of said Professional Service Amendment # 3 . The Consultant agrees to furnish all labor and materials and
perform all other necessary work, inclusive of that directly or indirectly related to the approved time extension, required
to complete the Professional Service Amendment items. This document will become a supplement of the contract and
all provisions will apply hereto. It is understood that the Contract Amendment shall be effective when approved by the
Owner.
Execution of this Professional Service Amendment by the Consultant constitutes a binding accord and satisfaction that
fully satisfies, waives, and releases the Owner from all claims, demands, costs, and liabilities, in contract, law or
equity, arising out of or related to the subject of the Professional Service Amendment, whether known or unknown,
including but not limited to direct and indirect costs and/or damages for delay, disruption, acceleration, and loss of
productivity, as well as any and all consequential damages.
This document will become a supplement to the Contract and all provisions will apply hereto, all items included above
must have required signatures as per the purchase resolution.

ADDITIONAL SCOPE OF WORK
ROADWAY AND PARKING EXTENSION AT ENTRADA DEL PASEO
TASK 1: Precise Grade Plan Set Inclusion
Upon a written notice to proceed by the City of Palm Desert, Stantec will proceed with providing a
roadway extension and parking improvement plan for the roadway adjacent to the La Spiga
Restaurant site and to the rear of the Henderson Building. Based on comments from the City of Palm
Desert Public Works Department, revised plan set will be accepted as an additional sheet to the
currently approved Entrada Del Paseo Precise Grading Plans- Delta 2 Revision- City Set number
G1102-1-5.
Street Improvement Plan: An additional sheet (1) plan sheets at 1 "=20' scale, horizontal
control sheet modification and title sheet modification and 1 additional sheet of
modifications. The plan will be prepared in accordance with grading standards and
ordinances of the City of Palm Desert. Stantec will deliver the first submittal within five (5)
business days after receipt of written Notice to Proceed.
Included
o Extension of asphalt roadway to include all of the original fire access "Turf Block" lane.
o Include concrete curb and gutter as needed.
o Drainage analysis to provide positive drainage and retention, as needed.
o ADA compliant sidewalk extensions from new parking areas to La Spiga and to the
Henderson Building
o Optimize number of parking spaces with a goal of 20 spaces and will be provided on both
east and west sides of the new asphalt roadway (no handicap access).
o Locate light poles as needed.

Parking spaces and plan will be designed for the area being revised by this plan set.
An additional handicapped parking space will not be provided for this area on the
above mentioned revision. It is recommended that an analysis of the entire site be
made to determine if additional handicapped parking spaces and access requirements
are necessary to meet Ca1Dag requirements as part of an overall parking lot plan.
Task 2: Additional Survey
o Construction layout and staking services for the area designed by this revised plan
set.
