INTERACTIVE DESIGN CORPORATION AMENDMENT PROPOSAL
Recommendation:
By Minute Motion, that the Agency Board approve Professional Services Amendment
No. 1 in an amount not -to -exceed $25,500 for Contract No. R24980A with Interactive
Design Corporation to prepare deconstruction and recycling plans for demolition of
Country Village Apartments.
Funds are available in Account Nos. 870-4195-466-3092 and 854-4195-466-3092.
Executive Summarv:
Approval of staff's recommendation will allow preparation of environmentally friendly deconstruction
and recycling plans for demolition of the Country Village Apartments. Rejection of staff's
recommendation will require demolition and disposal without plans for reuse and recycling.
Discussion:
In August 2006, the Agency contracted with Interactive Design Corporation (IDC) to provide site
utilization and configuration at the existing Country Village Apartments' site at 42-555 Washington
Street on the southwest corner of Washington Street and Avenue of the States and adjacent property to
the south at 42-615 Washington Street. On October 11, 2007, the Agency Board approved a contract
with IDC to develop a schematic site plan for these properties to include Casey's Restaurant, a future
fire station, and an affordable senior apartment project, including a conceptual architectural design.
This item was on the January 24, 2008, agenda and was continued to a date uncertain to allow staff to
address concerns raised by the public regarding compliance with the California Environmental Quality
Act (CEQA).

CEQA Review
For the purposes of CEQA, the Director of Community Development has determined that the proposed
preparation of engineering plans by which the Country Village Apartments could be demolished is part of a
study leading to a potential project that has not been approved, adopted or funded, and therefore
constitutes a Class 6 Categorical Exemption. It will not result in a serious disturbance to any
environmental resources and, therefore, requires no further CEQA analysis.
Before the proposed improvements can be built, the existing Country Club Apartments will need to be
removed. A relocation plan has been prepared for the existing tenants, and removal of the existing
buildings is intended to begin shortly after all of the units are vacated. The subject professional services
amendment will provide plans for environmentally friendly removal of the buildings and clearing of the
site. IDC will provide plans and specifications for the following:
Phase One
• Remediation of hazardous materials
• Deconstruction and demolition of the buildings above the concrete slabs
• Reuse and recycling of removed materials
• Disposal of non -recyclable materials
Phase Two
• Deconstruction and demolition of the balance of the site, including concrete slabs,
asphalt, and below grade items, which will remain in place until site grading begins to
limit fugitive dust and erosion
• Reuse and recycling of removed materials
• Disposal of non -recyclable materials
• Crushing and reconditioning of concrete and asphalt on site (optional)
IDC's scope of services also include: (1) preparation of bid documents for Phase One; (2) contract
administration for Phase One; and (3) coordination and estimated cost for professional services
provided by Civil Engineer.
Staff recommends approval of the subject amendment to prepare deconstruction and recycling plans
for demolition of the Country Village Apartments.

Country Village Apartments: Relocation Plan and

Adoption of a relocation plan will allow the Redevelopment
Agency to assist approximately twelve residents of the
Country Village Apartments to move to decent, safe, and
sanitary housing that is affordable to them. Preparation of
demolition plans and specifications will allow further study
and analysis of a new project to provide affordable housing.
The scope of such new project is not yet clearly defined.

Contract Services Agreement for
Architectural Design Consulting Services

Based upon the provisions for Contract Amendment in above mentioned contract, the
following amendment shall be incorporated in the Agreement:
SECTION I I -SERVICES
ARCHITECT'S SERVICES:
E. Demolition Plan and Specifications: Prepare a demolition plan for two phases of
work. Phase One includes the demolition and/or de -construction and recycling
of the buildings above the concrete slab; Phase Two includes the on -site re-
conditioning of concrete, concrete with re -bar, and asphalt.
a. Phase One includes the remediation of hazardous material, demolition
and deconstruction of the project materials (buildings) above finish grade
and finish building slab. The demolition plan will include the
deconstruction recycle and reuse programs for items listed in the Palm
Desert Construction/Demolition Debris Recyclers and Reuse sites
determined during this phase. Items such as asphalt, concrete, concrete
w/ rebar will be included as part of Phase Two work. Destination of
recycled material to be provided by Lisa Ream, Recycling Technician
from the City of Palm Desert. Destination of reuse sites will be finalized
based on research provided by Architect.

b. Phase Two includes the deconstruction of the project materials below
finish grade and finish building slab. The demolition plan will include the
deconstruction recycle program for concrete, asphalt, rebar, piping, etc.
The concrete and asphalt will be crushed and reconditioned on -site for
use as sub -base material for new driveways and parking areas of the
proposed project. Utility Data will also be provided in this plan for
reuse or permanent capping. The information of Phase Two will be
provided to the Agency for inclusion in the scope of work for the
construction of the proposed housing project.
Note: the concrete and other paving material will remain in place both
to limit fugitive dust and erosion, and for recycling as part of the as part
of the construction of the new housing project.

H. Civil Engineering Consultant:
a. Site Demolition Plan: Using information from the ALTA Surveys (by
DUDEK and STANTEC) supplemented by field review, Civil Engineer to
provide location, size, and invert elevations of on -site utility meters,
underground lines and points of connection.
b. Site Demolition Plan: Civil Engineer to provide direction for on -site
"potholing" to locate below grade utilities and record same on
demolition plan.
c. Utility Plan: Civil engineer to research and provide the sizes of existing
utility line feeds to the site (laterals), off -site main line sizes, and points
of connections for water, sewer, storm drain, electrical, phone, cable,
and gas.
