Recommendation:
By Minute Motion, that the Agency Board:
1. Approve Amendment No. 1 to Contract No. R26690 with Overland, Pacific &
Cutler, Inc., (OPC) in an amount not -to -exceed $10,500 for additional contract fees
associated with the implementation of the Relocation Plan for the Country Village
Apartments located at 42-455 Avenue of the States; and
2. Authorize Chairman to execute said agreement.
Funds are available in Account No. 870-4195-466-3092.
Executive Summary
On June 28, 2007, the Agency Board authorized a contract with Overland Pacific & Cutler
(OPC) for the preparation of a Housing Replacement Plan and Relocation Plan for current
tenants at the Country Village Apartments located at 42-455 Avenue of the States. If the
Agency Board approves this item, OPC will be authorized to provide additional professional
services in the amount not to exceed $10,500 to address additional relocation assistance to
tenants that may have resided at the property and the relocation of a business currently
providing laundry services on the site. Staff recommends approval.

Discussion:
On June 28, 2007, the Agency Board authorized a contract with Overland Pacific & Cutler
(OPC) in the amount of $66,375.00 plus $10,000.00 in reimbursable expenses for the
preparation of a Housing Replacement Plan and Relocation Plan for the Country Village
Apartments located at 42-455 Avenue of the States. Agency staff is currently in the process of
completing a Relocation Plan for the remaining 15 tenants at the Country Village Apartment site.
The proposed contract amendment will provide additional professional services needed to
separately address research, interviews, notification, and relocation assistance to tenants not
required to be included in Relocation Plan.
The proposed contract amendment will provide professional services to address the relocation
of a business currently under contract to provide laundry services for the apartments. Under
relocation law, the laundry business may be eligible for business relocation assistance, if the
site is redeveloped. The business relocation assistance is not part of the residential Relocation
Plan and can be addressed separately.
Staff recommends approval of Amendment No. 1

Re: Country Village Relocation Project — Contract Amendment
Dear Martin:
As the relocation consultants for the Country Village Relocation Project, we were responsible for
preparing the relocation plan based on 14 tenants. During our relocation plan interviews and
research, we were asked by the Palm Desert Redevelopment Agency to research and potentially
interview tenants whom had already vacated as far back as 2005. This involved several meetings
and coordination with the property management company, RPM, compiling information and
mailing notices to former tenants and coordination with Agency staff and their legal counsel.
The Agency has also requested our services to relocate the Laundromat facility at the apartment
complex
OPC incurred additional time and expense for both the preparation of the relocation plan and
providing relocation advisory assistance. OPC therefore seeks a contract amendment based on
the following amounts:
• Relocation Plan - $ 3,500
• Relocation Assistance - $ 2,500
• Laundromat Relocation - $ 4,500
Total $10,500
In the event additional tenants are added to this project, OPC would like to reserve the right to
renegotiate our contract with the Agency.
