WHITE, PROJECT ADMINISTRATOR DATE: AUGUST 27, 2009 CONTENTS: MAPS OF SIGNAGE LOCATION AND SCHEMATICS Recommendation: By Minute Motion, that the Agency Board authorize the City Clerk to advertise and call for sealed bids for construction of signage for El Paseo Revitalization. Executive Summarv: Approval of staff's recommendation will authorize staff to publish a Notice Inviting Sealed Bids for construction of the signage phase for El Paseo Revitalization project. The improvements are designed to identify El Paseo and provide direction to the central "El Paseo Shopping District". Discussion: El Paseo is a unique shopping, dining, and strolling district, and an important contributor to the economic wellbeing of the City. Palm Desert has historically been the preeminent retail center of the Coachella Valley, which is increasingly threatened by attractive, high - end shopping alternatives available closer to residential markets in other parts of the Valley. Investment to revitalize El Paseo will provide it additional impetus as a prestigious destination. On July 10, 2008, the Agency Board approved an Agreement for Professional Services with FORMA Design, Inc. for El Paseo Revitalization. Concepts for El Paseo Revitalization were developed by a diverse committee of fourteen City/Agency staff representing seven departments working with the FORMA design team. The Staff Report Authorize City Clerk to Advertise and Call for Sealed Bids for Construction of Signage for El Paseo Revitalization Page 2 of 3 August 27, 2009 conceptual plans were reviewed by the Retail Committee and Landscape Beautification Committee. On June 11, 2009, the El Paseo Revitalization Plans were presented in study session to the City Council and Agency Board. In order to address the concerns identified at the study session, staff met with the Retail Committee on June 22, 2009 which recommended proceeding with the signage phase only. On July 28, 2009, the Architectural Review Commission reviewed and approved the conceptual designs. The El Paseo corridor currently does not exhibit identification or directional signage along Highway 111 that would signal the location and entry to El Paseo and the central shopping district. The development of themed district identification signage and directional signage will help establish an easily identifiable and unified El Paseo Shopping District. The district identification signage will assist in promoting existing businesses along El Paseo, including the El Paseo Village project scheduled to be completed in 2010. The proposed signage phase consists of primary and secondary signage on Highway 111, new directional signage on existing light standards, and modifications to two existing monument signs on El Paseo. All other improvements such as street, median, lighting, and landscape improvements will be deferred for consideration at a later date. Primary Signaqe The primary signage will be in the west and east medians with improvements to the medians where El Paseo meets Highway 111 at both Town Center Way and Cabrillo Avenue. The signs will have a timeless artistic theme that will emphasize the uniqueness of El Paseo and be easily recognizable landmarks to orient visitors. Secondary Siqnaqe The secondary signage is to be located in the southwest corners of Highway 111 and both Highway 74 and San Pablo Avenue. The style and colors of the signs are themed with the primary signs and direct travelers along Highway 111 to the El Paseo Shopping District. Directional Signaqe Directional signage will also be mounted on existing street light standards leading to the Shopping District from Highway 111 along the west and east ends of El Paseo. On alternate light standards and at signalized intersections, banner arms will also be mounted for seasonal, artistic, cultural or special events banners. Improvements to the medians and placement of prominent granite slab columns as a backdrop will bring the features to an appropriate taller scale and distinctively announce the beginning of the Shopping District. (See attached exhibits.) The estimated cost for this project is $491,000 with an additional amount for contingency of 10%. If approved, construction would be scheduled for late Fall of this year; approximately coinciding when construction of the El Paseo Village project is scheduled to begin. Funds are available in the Agency's Project Area No. 1 budget. Staff recommends that the Agency Board authorize the City Clerk to advertise and call for sealed bids for construction of signage for El Paseo Revitalization.
