By Minute Motion, that the Agency Board authorize staff to seek bids for
the Mountain View Golf Course renovation at Desert Willow.
Executive Summary:
A review of the Mountain View Golf Course at Desert Willow by Hurdzan/Fry (course
architect) identified various issues with regard to greens encroachment, lake shrinkage,
and bunker renovation. Hurdzan/Fry has developed plans and specifications to provide
for the appropriate bidding process. Approval of this item will allow staff to seek public
bids and return to the Agency Board for award of a contract.
Backqround:
The Mountain View Golf Course at Desert Willow opened in October 1998. The design
intent of the Mountain View Course was to provide a course that would challenge the
avid golfer while still providing playability for the average player. At the request of staff,
Dana Fry of Hurdzan/Fry inspected the Mountain View Golf Course to review the
condition of the greens, lakes, and bunkers, and evaluate the playability of the course in
relation to the original design intent.
Over the years, the greens have become smaller in size; the aggressive growth of the
Bermuda grass has encroached onto the greens. Over time, the green's surface
becomes smaller, thus making golf play harder and increasing the time it takes to play a
round. Increasing the length of a round, reduces the enjoyment of the round, and
affects the total number of rounds that can be sold.
The issue with the lakes is the overgrowth of grass onto the lake causing the lakes to
shrink in size. With the dirt and sand buildup over time, the grass attaches itself onto
the lake environment. Additionally, the sand buildup in the lake is causing a reduction in

the volume of water. The dirt will need to be excavated and the grass removed bringing
the lake to its normal size, where the original concrete edge is.
The bunkers reshaping would provide for faster play and easier maintenance issues. In
some instances, we would combine multiple bunkers that are close together to make
them one bunker. This would eliminate the hard to mow areas between them, and
make them more dramatic. In the waste areas, we would fill in some of the capes that
stick out into play areas and simply grass them in.
Discussion:
Hurdzan/Fry indicates the Golf Course Future Life Cycle Table recognizes that golf
courses are dynamic environments that not only change with time, but also just wear
out and need to be rejuvenated. This especially applies to bunkers, tees, greens, pond
edges, and naturalized landscape. In most instances, this can be characterized as
"edge creep" where bunkers tend to get bigger, greens and ponds get smaller, and
naturalized landscapes seem to wander. The driving forces or "edge creep" include
wind and windstorms, water patterns, aggressive turf growth, and deferred periodic
adjustments. At some point, it becomes necessary to re-establish the original design
lines or edges by non -routing maintenance. This situation may be analogous to having
to re -carpet or re -paint rooms or buildings worn by use or time. On a golf course that is
maintained to a high level, this need to return to the original happens faster, especially
in the desert where plants grow so actively and aggressive, and dust storms occur more
frequently. For this reason, staff would recommend seeking bids to complete the
renovation as specified by Hurdzan/Fry Architects.
Schedule
If staff is authorized to seek bids, the project would commence in June 2009 and the
renovation would be complete by October 2009. The course would reopen in
November 2009 after normal reseeding. From an operation standpoint, Desert Willow
prefers that this work be completed during the non -peak period (i.e., summer months).
The Firecliff course would remain open during the summer and would accommodate the
traditionally lower number of golf rounds.
Industry Bidding Condition
The current economic condition has affected many contractors. Staff has recently
experienced significant decrease in construction cost, as contractors are competitively
bidding projects to remain in operation. In addition, staff believes this is a good time for
the project to proceed, as oil prices have decreased adding to the overall lowering of
product costs and lower bids.

Cost Estimate/Funding Source
The Architect's estimated project cost to complete the renovation is $500,000. This
includes the renovation of all 18 greens, re-establishing the lakes edges, and renovation
of both the greenside and fairway bunkers. The Redevelopment Agency Board has
budgeted $760,000 for this project. The funds are available in Account No. 851-4663-
454-4001.
Recommendation:
Staff recommends the Agency Board authorize staff to seek bids for the Mountain View
Golf Course renovation and return to the Board for approval of a contract to complete
the project during the summer months.
