Contract No. R29070 PALM DESERT REDEVELOPMENT AGENCY STAFF REPORT REQUEST: AUTHORIZATION TO ADVERTISE AND ISSUE A REQUEST FOR PROPOSALS ("RFP") FOR THE DESIGN OF THE COUNTRY VILLAGE SITE SUBMITTED BY: CATHERINE WALKER, SENIOR MANAGEMENT ANALYST DATE: JUNE 11, 2009 CONTENTS: APPENDIX A Recommendation: By Minute Motion, that the Agency Board authorize the City Clerk to advertise and issue a Request for Proposals ("RFP") for the design of the Country Village Site. Executive Summarv: Approval of staff recommendation will allow the Palm Desert Redevelopment Agency to solicit Statements of Qualifications and Fee Proposals from qualified architects/architectural firms for the preliminary: design, engineering, landscape design, and entitlements in relation to a proposed seventy-two (72) unit affordable senior rental housing project referred to as ("Country Village"). The design goals of the project are to exceed current Title 24 standards for construction, achieve a minimum of L.E.E.D. Silver certification, and ultimately achieve a net zero energy usage. The Agency is requesting the ability to seek qualified architectural firms to assist in taking the project from its current conceptual design through preliminary design and entitlements of the project. Discussion: At the Country Village Study Session held on September 14, 2007, the Agency Board requested that staff explore the possibility of creating an affordable senior development on the site currently known as Country Village. The proposed 4.8-acre development site is located west of Washington Street and south of Avenue of the States. The site is flanked to the east by what is currently Casey's Restaurant, and to the west by the Palm Desert Country Club Villas (please refer to Appendix A). Staff Report Authorization to Advertise and Issue a Request for Proposals for Design of Country Village Site Page 2 of 2 June 11, 2009 Staff proceeded with site exploration, and at the Agency Board meeting of October 11, 2007, Interactive Design was awarded the Professional Services Agreement to provide schematic design services for the development of the Country Village site. The preliminary schematic designs were vetted through the Housing Commission, the Housing Sub -Committee, Architectural Review Committee, and the Development Services Staff Committee. All reviewing entities approved the schematic design (including elevations), building massing, and architectural elements. Demolition of the Country Village site was complete as of April 2009, and staff is requesting Agency Board direction to proceed with the RFP process in order to complete the preliminary design, engineering, landscape design, and the entitlement process in relation to the site. A schematic design, elevation, and site plan for the project are attached to this report.
