P Approval of staff recommendation will authorize staff to seek bids for the construction of the south + .� ring road extension at California State University San Bernardino Palm Desert Campus. The design 4q includes a full four -lane improvement connection from Berger Circle to Frank Sinatra Drive. Once _4 constructed, the road will be maintained by CSUSB. Staff recommends approval. ro �b Discussion: 3 4-4 In June of 2008, the City Council authorized staff to begin the engineering design of the southern v extension of Berger Circle (Ring Road) at CSUSB Palm Desert Campus. CSUSB's engineer completed the design and it has been approved by the City Engineer. The proposed ring road b extension includes the installation of a full four -lane road from the existing termination of the ring road to Frank Sinatra Drive (see attached map). The design also includes a striping plan which will 2 utilize the northern two lanes as parking spaces to match the existing configuration of the existing `� a ring road. Access to the University of California Riverside campus from the new ring road extension is also accommodated in the design. Landscaping installation is not included in this project. However, if the bids come in below the P engineer's estimate, staff will return to the City Council for consideration to bid a landscaping plan. 4j be w U •rl U] Funding: � � � a >1 4� The Redevelopment Agency has earmarked $1.5M to fund this project. The Engineer's cost o estimate is $1.5M, excluding the lighting. Task Authorize to Bid Bid Project Award Contract Execute Contract Begin Construction Complete Construction (3 months) Road Ownership/Maintenance: Time June 25, 2009 July -August 2009 August 27, 2009 September 2009 October 2009 January 2010 Currently the proposed extension area of the ring road is owned by CSUSB. The connection from Gerald Ford to the new ring road is owned by the Redevelopment Agency. Staff proposes that the City build the ring road extension and transfer ownership to CSUSB for the connection road to Frank Sinatra. Once the road is constructed, CSUSB will maintain the entire ring road. In addition, staff will secure an easement over the entire ring road to facilitate future installation of infrastructure on the remaining Agency property. On June 12, 2009, the University Planning Committee reviewed this item and unanimously endorsed the project. Staff recommends that the City authorize staff to bid the project and return with a recommendation.
