HomeMy WebLinkAboutR29130 - RFP Const. of For-Sale Affordable Resdtl ProjContract No. R29130 PALM DESERT REDEVELOPMENT AGENCY STAFF REPORT REQUEST: AUTHORIZATION TO ISSUE A REQUEST FOR PROPOSALS ("RFP") FOR THE CONSTRUCTION OF A FOR -SALE AFFORDABLE RESIDENTIAL PROJECT CONSISTING OF FOURTEEN (14) SINGLE-FAMILY DETACHED SELF-HELP UNITS SUBMITTED BY: CATHERINE WALKER, SENIOR MANAGEMENT ANALYST DATE: JUNE 25, 2009 CONTENTS: APPENDIX A (SITE MAP) Recommendation: By Minute Motion, that the Agency Board authorize staff to issue a Request for Proposals ("RFP") for the construction of a for -sale affordable residential project consisting of fourteen (14) single-family detached self-help units. Executive Summarv: Approval of staff recommendation will allow the Palm Desert Redevelopment Agency to solicit Request for Proposals from qualified affordable housing developers for the construction of a for -sale affordable residential project (`Project") consisting of fourteen (14) single-family detached units that will be made available to first-time homebuyers of very low income, through a Self -Help or Sweat Equity program. The site is located south of the Falcon Crest and La Rocca Villas developments. The Agency's financial participation will be limited to the land donation. There will be no additional Agency financial assistance offered for the construction of the residential units. Discussion: The 14 self-help lots are part of a greater master -planned site which is inclusive of the Hovely Garden Apartments, Falcon Crest, and the La Rocca Villas. The fourteen (14) subdivided lots are located west of Cook Street and front Merle Street (APN Nos. 624-441-014 through 624-440-036) providing easy access to public transportation, recreational facilities, commercial business districts, and schools. The fourteen (14) detached single-family residential units will be a mix of three (3) or four (4) bedroom homes of approximately 1,200 and 1,400 square feet, respectively. Staff Report Authorization to Advertise and Issue a Request for Proposals for Design of Country Village Site Page 2 of 2 June 25, 2009 The Palm Desert Redevelopment Agency identified the need for self-help housing development in the Five -Year Implementation Plan, the Housing Cooperation Agreement, and the most recent Housing Report. The lots were originally purchased with monies from the Agency's low and moderate income housing fund (20% set -aside), and the Project will be restricted to households whose incomes do not exceed very low income based on the area median income for Riverside County. The Housing Cooperation Agreement and the Housing Report obligate the Agency to begin the process of identifying a qualified developer(s) to assist with the implementation of the 14 homes within 180 days of the completion of the La Rocca Villas and the Falcon Crest developments. The Agency initiated the process within the established timeline for project implementation, and is now requesting authorization to solicit proposals. The Agency's financial participation will be limited to the land donation. There will be no additional Agency financial assistance offered for the construction of the residential units. However, the Agency in its absolute and sole discretion may consider homebuyer assistance at such time that the homes are constructed. A parcel map of the site is attached as Exhibit A.
