Chairman Spiegel convened the meeting at 3:00 p.m.

Upon a motion by Ferguson, second by Finerty, and 5-0 vote of the Agency Board,
Chairman Spiegel adjourned the meeting to Closed Session at 3:09 p.m. He reconvened
the meeting at 4:00 p.m.

Nos. 65RDA, 67RDA, 72RDA, 65-Housing, 68-Housing, 70-Housing,
73-Housing, 69HA, and 74HA.
Rec: Approve as presented.
C. CITIZENS' ADVISORY COMMITTEE FOR PROJECT AREA #4 MINUTES.
1. Meeting of April 20, 2009.
2. Meeting of June 15, 2009.
Rec: Receive and file.
D. REQUEST FOR AUTHORIZATION to Advertise and Call for Sealed Bids for
Improvements to Perimeter Landscaping at the Northeast Corner of
Country Club Drive and Desert Willow Drive (Contract No. R29260).
Rec: By Minute Motion, authorize the City Clerk to advertise and call for
sealed bids for the subject project.
Upon a motion by Finerty, second by Ferguson, and 5-0 vote of the Agency Board,
the Consent Calendar was approved as presented.
VII. CONSENT ITEMS HELD OVER

VIII. RESOLUTIONS
A. RESOLUTION NO. 564 - A RESOLUTION OF THE PALM DESERT
REDEVELOPMENT AGENCY, PALM DESERT, CALIFORNIA,
DETERMINING THAT PLANNING AND ADMINISTRATIVE EXPENSES
INCLUDED IN THE REDEVELOPMENT AGENCY'S LOW AND MODERATE
INCOME HOUSING FUND ARE NECESSARY FOR THE PRODUCTION,
IMPROVEMENT, AND PRESERVATION OF LOW AND MODERATE
INCOME HOUSING.
Member Ferguson moved to waive further reading and adopt Resolution No. 564.
Motion was seconded by Finerty and carried by a 5-0 vote.

XII. PUBLIC HEARINGS
A. REQUEST FOR APPROVAL OF PROPOSED SALE OF THE PROPERTY
LOCATED AT 74-530 KING FISHER CIRCLE, PALM DESERT
(APN 624-440-009), PURSUANT TO HEALTH AND SAFETY CODE
SECTION 33433(c).
Ms. Moore stated that several months ago the Agency Board approved
acquisition of a property in Falcon Crest. The property has been acquired
and in anticipation of a sale to a qualified buyer, the Agency must hold a
public hearing to hold public comment.
Mayor Spiegel declared the public hearing open and invited anyone who wished to
come forward to speak on the subject to do so at this time. With no testimony
offered, he declared the public hearing closed.
Member Ferguson moved to waive further reading and adopt Resolution No. 565,
approving the sale of 74-530 King Fisher Circle (APN 624-440-009) to a qualified
household of low or moderate income pursuant to the Purchase and Sale Agreement; 2) by
Minute Motion, authorize the Executive Director to finalize and execute the Purchase and
Sale Agreement and any ancillary documents related to the sale to a qualified household
of low or moderate income. Motion was seconded by Finerty and carried by a 5-0 vote.

On a motion by Ferguson, second by Finerty, and 5-0 vote of the Agency Board,
Chairman Spiegel adjourned the meeting at 5:12 p.m.
