Recommendation:
By Minute Motion, that the Agency Board:
Authorize payment of an additional deposit to Verizon in an amount not -
to -exceed $25,000; and

On February 14, 2008, the Agency Board authorized payment of deposits to Southern
California Edison, Verizon Communications, and MuniFinancial for the purpose of
providing engineering cost estimates in association with the PDCC undergrounding.
Prior to February of 2008, the Agency was only able to estimate the potential cost of the
undergrounding by analyzing previous undergrounding project budgets. The

procurement of the utility engineering estimates will allow for Willdan to properly
develop the parameters of the assessment, and in turn provide PDCC residents with an
accurate estimate of the assessment.
The Verizon field work for Phases 1 through 3 is complete and the field work for Phase
4 is 90% complete. However, the field work only represents 50% of the total engineering
necessary to determine an estimated price to underground the utilities. Verizon provided
an initial cost estimate in the amount of $25,000 to complete the engineering plans
associated with the potential undergrounding of the PDCC. Verizon represented that
this was an estimate and may need to be modified if additional work was required.
Verizon has stopped all work on the project until approval of further funding has been
received from the Agency Board. Verizon has represented that this additional funding
will allow for completion of the preliminary engineering plans for the PDCC
undergrounding.
Southern California Edison has completed all necessary engineering plans and
provided a cost estimate for review. Willdan is currently waiting for Verizon's
engineering estimates to begin scoping the potential assessment. Once the utility and
construction estimates are received the formation process, including processing the
report, the public hearing, and balloting will take approximately seven months.
Staff recommends approval of the increased funding to Verizon in an amount not -to -
exceed $25,000, in order to determine the potential assessment costs to the residents
of the PDCC.

Dear Ms. Scott:
In regards to the above referenced work order, you had requested a proposed estimated cost of
work on October 29, 2007. The dollar amount for the estimated work was $25,000.00. This
request was to cover the cost to engineer the underground of existing facilities located in the Palm
Desert Country Club.
We received and processed your final payment for the estimated project on February 27, 2008.
Since that time the requested funds have been exhausted due to extensive engineering time and
labor. In order for Verizon to continue with this project we are requesting an additional
$25,000.00 to complete the engineering and design work.
