Authorize the Executive Director to negotiate an agreement for professional services with the most qualified architect for the Desert Willow Kitchen and Building Expansion, subject to the results of the January 25, 2010, interview process; 2. Approve a 10% contingency based on the final contract amount executed by the Executive Director (use of contingency requires additional action); 3. Authorize the Executive Director to execute the agreement; and 4. A verbal appropriation amount from the Unobligated Project Area No. 2 Fund to RDA Post Construction Costs, Account No. 851-4663-454- 4001 will be presented to the Agency Board on January 28, 2010. Executive Summary Approval of staff's recommendation will authorize staff to negotiate and execute a contract with the most qualified architect for the design of the Kitchen and Building Expansion at the Desert Willow Golf Resort. Staff will be conducting interviews with the top four qualified architects on January 25, 2010. A verbal recommendation will be presented to the Agency Board at the January 28, 2010, meeting. Staff Report Contract No. R29450A Approve Professional Services Agreement for Desert Willow Kitchen/Building Expansion January 28, 2010 Page 2 of 3 Background At the January 7, 2010, Study Session, the Agency Board reviewed the revised concept plans for the Desert Willow Kitchen/Building Expansion. The concept plan includes, but is not limited to the following components: • Remodel of the existing lobby/bar area to accommodate an expanded bar area with the relocation of two offices. • Expansion of the lobby/ballroom hallway to eliminate the pinch point. • Enclosure of the existing ballroom to reduce noise. • A 5,264 square foot expansion to the kitchen/building at east end of clubhouse. • Modification to the ballroom audio visual, window shading, and lighting. • Revised architectural renderings. (See attached conceptual plans) On January 14, the Agency Board approved the concept plans and authorized staff to continue with the Request for Proposals (RFP) process to secure an architect to finalize design of the expansion. Based on the direction of the Agency Board, an addendum was issued to address the revisions to the project scope as discussed at the January 7, 2010, Study Session. On January 15, staff received six (6) proposals for architectural services for this project. A review committee comprised of Agency, City, and Desert Willow staff participated in evaluating all responses to the RFP. Each of the responses was objectively evaluated on the basis of qualifications, history of work experience on similar projects, scope of design services, the location of the firm, and fees. Below is a ranking of the firms based on staff's review of the proposals: Firm Lee & Sakahara Architects, Inc. These firms have been selected to be interviewed based on their experience in designing clubhouses, kitchen/restaurant facilities and renovations. The results of the interviews will be provided in an oral report at the January 28, 2010, Agency Board meeting. It is anticipated that the design of the project will be completed by May 2010 with bidding taken place in June, and construction commencing in the summer of 2010. Staff recommends that the Agency Board authorize staff to negotiate with the most qualified architect for the design of the kitchen and building expansion at the Desert Willow Resort. A verbal recommendation and appropriation will be provided at the January 28, 2010, Agency Board meeting. Fiscal Analvsis The estimated construction cost for the project is $3.95 million, including the lobby remodel. The preliminary construction cost has been considered. Additional revenues produced as a result of the expansion may augment future General Fund revenues. Funds are available in the Unobligated Project Area 2 Fund; therefore, there is no immediate fiscal impact to the General Fund. We have extensive experience working with City governments, including committees and public presentations. Creativity and innovation: All design solutions by MDR are unique. Since 2005, four golf clubhouses have won national awards. 3. Recent{y designed projects include a Greenmark Platinum-rated project in Singapore and a net-zero energy residential development in the Coachella Valley. MDR will staff this project with LEED-AP personnel as an added benefit to prov+de an energy efficient and sustainable design as applicable for this expansion. Given the exter►sive renovation to the kitchen, MDR would encourage the City to energy model the clubhouse for the benefit of long-term energy savings. The site is a fitting venue for community events, offering dramatic views of the Verdugo mountains and San Fernando val- ley. Exterior materials feature concrete roof tile, faux stone clad- ding, exposed wood soffits, and shingle siding. The clubhouse In- terior features an abundance of alder hardwood with hand -made accent tiles. The expansive bar is highly detailed and is the social hub for the club. I — ke t a,de. v, nnF, ` � Anaheim Hills Golf Club Anaheim, CA Situated in the hills of east Anaheim, this 30,000 square foot facil- ity features a 350-person banquet facility, spacious bar and grille, and cart barn with 105 spaces. Oriented to provide valley views, three terraces for golf and banquet groups are also provided. The building architecture reflects early California detailing and Span- ish elements which blends nicely with the surrounding residential neighborhood.
