REQUEST: AUTHORIZE THE EXECUTIVE DIRECTOR TO EXECUTE A
CONTRACT WITH THE LOWEST RESPONSIVE BIDDER FOR THE
CONSTRUCTION OF TENANT IMPROVEMENTS FOR THE
VISITOR CENTER IN AN AMOUNT NOT TO EXCEED $200,000.

By Minute Motion:
1. Authorize the Executive Director to execute Contract No. R30070 with
the lowest responsive bidder (based on bid results of August 20, 2010) in
an amount not -to -exceed $200,000 for tenant improvements to the Visitor
Center to be located at 73-470 El Paseo; and
2. Authorize the Finance Director to set aside a 10 percent contingency
based on the lowest responsive bid amount; and
3. Appropriate $220,000 from Agency's Project Area No. 1 Unobligated
Funds to Account No. 850-4430-422-3421.
Executive Summary
On June 12, 2010, the Agency Board authorized staff to proceed with the process of
relocating the Visitor Center operation to 73-470 El Paseo. This move is to facilitate
the opening of a satellite facility by Palm Springs Art Museum at the existing Visitor
Center site. In order to address the needs of all parties and meet anticipated timelines,
staff is requesting authorization for the Executive Director to execute a contract for
construction of the necessary tenant improvements to the El Paseo building.

Backqround
The Redevelopment Agency Executive Director approved an agreement with Prest-Vuksic
Architects (PVA) for design services for the 1,972 square foot tenant improvements required
at the new Visitor Center location. PVA has begun the design process with the intention to
go out to bid within four weeks.
Initial scoping of this project was conducted and preliminary cost estimates were
approximately $150,000. Subsequently, staff met with two qualified architects that have
indicated a realistic construction cost of approximately $200,000. This estimate includes an
El Paseo quality construction and materials and would provide for a look and feel consistent
with the existing Visitor Center and other City buildings. Staff is proposing to modify the
scope to save money by leaving the employee restroom substantially "as is" while the public
restroom would be built to a higher standard. Other cost saving measures will be taken to
keep costs in line.
The design scope includes, but is not limited to the following components:
• Demolition of existing interiors that formerly housed real estate offices.
• Addition of a unisex public restroom to serve El Paseo and Visitor Center customers.
• Addition of storage space to accommodate retail and informational materials.
• Creation of a functional front counter with incorporated workstations for staff.
• Design of display areas for informational materials and retail fixtures.
• Maintaining of small break room/kitchenette.
• Reduction of manager's office to accommodate additional storage.
• Identification of lighting, ceiling, and flooring materials.
The Visitor Center will relocate from its existing 8,200 square foot building to the 1,972
square foot El Paseo site while maintaining services and a retail program at the same
quality our customers have come to expect. This will include a full selection of area
information, public computer access, local publications for resale, souvenir items, and
helpful, knowledgeable staff. The design will provide a functional lobby/retail area to
accommodate a larger volume of visitors and a refined retail program.
Sealed bids for the construction of said work are anticipated by August 20, 2010, with an
estimated start of construction September 1. In order to facilitate this timeline, staff is
recommending the Redevelopment Agency Board authorize the Executive Director to
approve a contract with the lowest responsive bidder in an amount not -to -exceed $200,000,
plus a 10% contingency.
Schedule
If the Executive Director is authorized to award a contract to the lowest responsive bidder,
the project is expected to commence in September 2010 with a 60-day construction period
and completion by the end of October 2010. This schedule accomplishes staff's objective
timeline of relocating the Visitor Center prior to peak season beginning; as well as the Palm
Springs Art Museum's goal of commencing its lease this fall.

Recommendation
Staff recommends that the Agency Board 1) authorize the Executive Director to execute a
contract with the lowest responsive bidder for the construction of tenant improvements for
the Visitor Center relocation project in an amount not -to -exceed $200,000, 2) set aside a 10
percent contingency based on the final contract amount; and 3) appropriate not -to -exceed
$200,000 from account number 850-4430-422-3421.
Fiscal Analysis
The estimated construction cost for the tenant improvements is $200,000. Funds will need
to be appropriated from the Agency's Project Area No. 1 Unobligated Funds to Account No.
850-4430-442-3421. There will be no impact to the General Fund from this project.
There is an expectation that General Fund revenues generated from Visitor Center sales
will increase due to higher visibility, easy access and location on Palm Desert's major retail
boulevard.
