Recommendation
By Minute Motion, that the Redevelopment Agency Board:
1. Authorize the Chairman to execute a Quitclaim Deed conveying 14
vacant lots intended for Self Help Homeownership to the City of
Palm Desert.
Background
On March 11, 2010, the City Council approved the reimbursement of costs for
acquisition of the 14 single family lots (APN 624-440-032 thru 624-440-036 and 624-
441-014 thru 624-441-022), that front Merle Street and remain vacant from Housing
Mitigation Funds. These lots are designated for the purpose of developing affordable
self-help housing. In order to appropriately classify the properties as inventory, the
Finance Department would prefer that title be transferred to the City at this time.
At this time, the property remains undeveloped. Although the Agency has taken steps
towards development, staff has received a less than favorable response based on
current market conditions and State Funding constraints. It is staff's intent to once
again seek proposals in the upcoming 2010-11 fiscal year in order to develop these
parcels for homeownership funded primarily by the Housing Mitigation Fund. This fund
assesses all commercial and industrial development within the City to increase,
produce, improve, or preserve affordable housing for low and very low income Palm
Desert employee households. The fee structure assigns mitigation costs according to
the relative impact of various commercial and industrial uses on low and very low
income housing demand. Considering the location of these units and their proximity to

nearby commercial, professional, hotel, and industrial businesses, the project fits well
within the requirements set forth for the use Housing Mitigation Funds.
Staff is seeking authorization to allow the Chairman to execute a Quitclaim Deed
approving the transfer of 14 parcels from the Redevelopment Agency to the City of
Palm Desert (see attached map). Staff recommends approval of the attached Quitclaim
Deed and Certificate of Acceptance allowing the transfer.
Fiscal Analvsis
No impact at this time. The project would be paid entirely from the Housing Mitigation
Fund. Estimated costs of the entire project are approximately $500,000 when you
consider the potential silent second subsidies that may be necessary for the purpose of
down payment assistance for the completed units. Subsidies would be repaid and
reused at either the transfer of property, or end of affordability covenants, whichever
occurs first. There would be no impact to the General Fund.

This transfer is exempt from Documentary Transfer Tax pursuant to Revenue &
Taxation Code Section 11922, and exempt from Recording Fees pursuant to California
Government Code Sections 6103 and 27383.
FOR A VALUABLE CONSIDERATION, receipt of which is hereby acknowledged,
the PALM DESERT REDEVELOPMENT AGENCY, a public body, corporate and politic,
does hereby REMISE, RELEASE AND FOREVER QUITCLAIM to the CITY OF PALM
DESERT, a municipal corporation, all of its right, title and interest in and to that certain
real property located in the City of Palm Desert, County of Riverside, State of California,
more particularly described as:
Lots 95 through 108 of Track No. 30795, as per map filed in Book 406,
Pages 73 through 80 of Parcel Maps, all in the office of the County Recorder of
Said County of Riverside.
SUBJECT to all covenants, rights, rights of way and easements of record, if any.
IN WITNESS WHEREOF, the undersigned has executed this Quitclaim Deed as
of the date set forth below.
