Funds are available in PDCC Undergrounding, Account No. 854-4256-464-4001. Background On February 14, 2008, the Agency Board authorized payment of deposits to Southern California Edison, Verizon Communications, and MuniFinancial for the purpose of providing engineering cost estimates in association with the PDCC undergrounding. Prior to February 2008, the Agency was only able to estimate the potential cost of the undergrounding by analyzing previous undergrounding project budgets. The procurement of the utility engineering estimates and a construction estimate will allow for Willdan to properly develop the parameters of the assessment, and in turn provide PDCC residents with an accurate estimate of the assessment. Willdan has received preliminary utility designs from Time Warner, Verizon, and Southern California Edison; these are all of the utilities affected by the potential undergrounding. The construction cost is the final element necessary to complete the Engineer's Report for the project and ultimately develop an estimate of the amount of assessment to each property. Once the utility and construction estimates are received, the formation process including processing the Engineer Report, the public hearing, and balloting may commence in August 2010. The following is a brief summary of our project understanding, scope of work, proposed schedule and fee. PROJECT UNDERSTANDING The proposed Palm Desert Country Club Undergrounding Project consists of approximately 1,200 parcels in a residential neighborhood in Palm Desert. An undergrounding assessment district will enable the elimination of the overhead Southern California Edison (SCE) power lines, Verizon phone lines and Time Warner (or future owner) cable television and fiberoptic lines. SCOPE OF WORK The following is a brief description of the scope of work to be performed by Willdan Engineering. 1. Attend utility coordination meetings on an as -needed basis. We anticipate that three meetings with the utility companies should be sufficient. 2. Review utility improvement plans and perform field visit to verify existing conditions and impacted public improvements. 3. Prepare quantity and construction cost estimate. Optional Task 4. We will prepare Specifications and Contract Documents utilizing the City of Palm Desert standard contract forms. The bid package will include the Edison, Verizon and Time Warner design drawings, and the individual site plans.
