C29570. Executive Summary Approval of staff's recommendation will authorize the City Clerk to file a Notice of Completion for deconstruction of the four subject houses associated with the Alessandro Alley Improvement Project and for deconstruction of 42-135 Kansas Street. The deconstruction provided environmentally friendly removal of the existing buildings and improvements on these properties. Background On August 26, 2010, the Agency Board awarded Contract No. C29570 in the amount of $77,118 to Three D Service Company for deconstruction of four houses associated with the Alessandro Alley Improvement Project and deconstruction of 42-135 Kansas Street. The proposed Alessandro Alley Improvement Project will widen and improve Alessandro Alley with public parking spaces and landscaping improvements from Las Palmas Avenue on the east to approximately 300 feet east of Monterey Avenue on the west. As part of the project, San Marcos Avenue will be closed at Alessandro Alley. The project will widen Alessandro Alley by 27.0 feet to a total width of 47.0 feet, and provide parking at a 90-degree angle on the north side of Alessandro Alley with landscaping and a barrier wall to protect the adjoining residential parcels. The property at 42-135 Kansas Street will be landscaped and used primarily for water retention. Staff Report Notice of Completion Contract C29570 February 24, 2011 Page 2 of 3 44-887 San Antonio Circle: This property originally consisted of a 7,500 square foot parcel with a 1,267 square foot residence and an attached garage. The property is zoned R-1 (Single Family Residential) and backs up to the Alessandro Alley. The southerly 27.0 feet (1,865 square feet) is necessary to implement the Alessandro Alley improvements. On February 28, 2008, the City Council approved the purchase of the subject property, and the Agency Board approved reimbursement to the City and for the Housing Authority to reimburse the Agency using Housing Set -Aside funds if it is determined that the property qualifies for low/moderate income affordable housing. On November 18, 2010, the City Council authorized the conveyance of the remainder portion of approximately 6,044 square feet to the Agency that may be suitable for development of future low/moderate income affordable housing. Staff has not determined to develop the subject property for low/moderate income affordable housing. 44-870 San Antonio Circle: This property originally consisted of a 14,580 square foot parcel with a 942 square foot residence, pool, and detached garage. The property is zoned R-1 (Single Family Residential) and backs up to the Alessandro Alley. The southerly 27.0 feet (4,055 square feet) is necessary to implement the Alessandro Alley improvements. On June 22, 2005, the Agency Board approved the purchase of the subject property. On November 18, 2010, the Agency Board authorized the conveyance of the southerly 27.0 feet (4,055 square feet) to the City. The remainder portion of approximately 10,525 square feet may be suitable for development of future low/moderate income affordable housing. Staff has not determined to develop the subject property for low/moderate income affordable housing. 44-850 San Antonio Circle: This property originally consisted of a 17,697 square foot parcel with a 1,380 square foot residence and a detached garage. The property is zoned R-1 (Single Family Residential) and backs up to Alessandro Alley. The southerly 27.0 feet (1,640 square feet) is necessary to implement the Alessandro Alley improvements. On April 9, 2009, the City Council approved the purchase of the subject property, and the Agency Board approved reimbursement to the City and for the Housing Authority to reimburse the Agency using Housing Set -Aside funds if it is determined that the property qualifies as low/moderate income affordable housing. On November 18, 2010, the City Council authorized the conveyance of the remainder portion of approximately 16,360 square feet to the Agency that may be suitable for development of future low/moderate income affordable housing. Staff has not determined to develop the subject property for low/moderate income affordable housing. 44-889 San Clemente Circle: This property originally consisted of a 7,840 square foot parcel with a 2,216 square foot triplex, pool, and attached garage. The triplex was a nonconforming use on this parcel, which is zoned R-1 (Single Family Residential) and backs up to Alessandro Alley. The southerly 27.0 feet (1,865 square feet) is necessary to implement the Alessandro Alley improvements. On May 7, 2009, the City Council approved the purchase of the subject property, and the Agency Board approved reimbursement to the City and for the Housing Authority to reimburse the Agency using Housing Set -Aside funds if it is determined that the property qualifies as low/moderate income affordable housing. On November 18, 2010, the City Council authorized the conveyance of the remainder portion of approximately 5,958 square feet to the Agency that may be suitable for development of future low/moderate income affordable housing. Staff has not determined to develop the subject property for low/moderate income affordable housing. 42-135 Kansas Street: This property originally consisted of a 6,534 square foot parcel with a 1,318 square foot residence and an attached carport. The property is zoned R-1 (Single Family Residential) and is on the southwest corner of Kansas Street and Hovley Lane East. On November 12, 2009, the City Council and Agency Board authorized the acquisition and subsequent deconstruction of 42-135 Kansas Street. The subject property at 42-135 Kansas Street will be landscaped and used primarily for water retention. The deconstruction of the five subject properties provided environmentally friendly removal of the improvements and clearing of the sites including: • The removal of hazardous material. • Recycling/reuse of building materials with a goal of 100% diversion from landfills of inert waste and a goal of 75% diversion from landfills of all other building and site components waste. • Removal and green wasting of landscaping. • Rough grading and soil stabilization to prepare the site for future construction. The contractor achieved the goal of recycling 100% diversion of inert waste from landfills. The contractor exceeded the goal of recycling 75% diversion of all other building and site components waste from landfills by diverting 87% of those materials. The work specified for Contract No. C29570 has been satisfactorily completed. Therefore staff recommends that the City Clerk be authorized to file a Notice of Completion with the County Recorder for the subject contract. Fiscal Analvsis Funds for this project came from Account Nos. 850-4341-433-4001 and 854-4625-454-4001. The deconstruction of these properties will save the Agency approximately $7,000 annually in maintenance expenses.
