AND IDENTIFY SYSTEMS AND FINANCING MECHANISMS TO
MAXIMIZE ENERGY COST SAVINGS AT THE FACILITY

The City -owned Desert Willow Golf Resort has 15 electrical meters and uses
approximately 2.7 million KwH of electricity each year for an annual cost of
approximately $400,000. Major electrical load generators include the Desert Willow
clubhouse and its restaurant and the two pumping stations that irrigate the property.
Staff believes it would be beneficial to evaluate the feasibility of and potential cost
savings generated by the installation of a solar power system and the adoption of other
energy saving measures at Desert Willow. Such measures would reduce the amount of
electricity that Desert Willow purchases from the electrical grid, resulting in cost savings
to the City and advancing progress toward achieving the City's goal of reducing energy
use and demand in Palm Desert by 30 percent. To accomplish this, staff would need the
assistance of a consultant to help guide the Agency in taking the project from the
feasibility stage through design and installation of the project while preserving Desert
Willow's extraordinary aesthetics.
If approved, the RFP would obtain statements of qualification and fee proposals from
qualified consultants to perform the following:
• An assessment of the energy usage at Desert Willow.
• Identify appropriate systems and modalities, including solar photovoltaic
installations.

• Address the resort's energy needs.
• Evaluate financing mechanisms for the proposed systems, including purchase,
lease, power purchase agreement, and any other financing approach that would
maximize the energy cost -savings and/or cost benefit to the facility and the City.
Responding consultants would be ineligible to submit a proposal or bid on the design,
project management, equipment procurement, and construction of any solar
photovoltaic or energy efficiency projects defined or recommended under the Energy
Consulting Services Contract.
Fiscal Analvsis
If approved, the consultant will be charged with identifying potential long-term energy
cost -savings opportunities at Desert Willow Golf Resort that could benefit the City's
General Fund. The consultant's contract can be funded by the Redevelopment Agency;
therefore, there is no immediate fiscal impact to the General Fund.
