AUTHORIZE THE REJECTION OF ALL BIDS FOR CONTRACT NO. R29200B FOR PROJECT NO. P81011 FOR EL PASEO REVITALIZATION SIGNAGE AND ASSOCIATED IMPROVEMENTS — ELECTRIC SERVICE AND AUTHORIZE STAFF TO NEGOTIATE FOR EL PASEO REVITALIZATION ELECTRIC SERVICE. SUBMITTED BY: Bryce L. Reject all bids for Contract No. R29200A for Project No. P81011 for El Paseo Revitalization Signage and Associated Improvements — Civil Improvements and authorize staff to negotiate for El Paseo Revitalization Civil Improvements; and 2. Reject all bids for Contract No. R29200B for Project No. P81011 for El Paseo Revitalization Signage and Associated Improvements — Electric Service and authorize staff to negotiate for El Paseo Revitalization Electric Service; Executive Summary The Agency Board authorized the City Clerk to advertise and call for sealed bids for construction of signage for Ell Paseo Revitalization. Staff divided the work into three contracts: for Civil Improvements, Electric Service, and Signage, Electrical, and Landscaping. Only one Contractor's Proposal was received each for Civil Improvements Contract No. R29200A and for Electric Service Contract No. R29200B. The Design Consultant for El Paseo Revitalization and the City Attorney recommend the rejection of these proposals and for staff to negotiate for the subject work, which staff concurs with. Staff Report El Paseo Revitalization Reject Bids Contract R29200A and R29200B June 9, 2011 Page 2 of 6 Architectural Design and Signs submitted the lowest Contractor's Proposal for Contract R29200C for Signage, Electrical, and Landscaping in the amount of $580,866.00. Staff will return with a recommendation regarding action on Contract R29200C concurrently with a recommendation regarding negotiation for El Paseo Revitalization Civil Improvements and negotiation for El Paseo Revitalization Electric Service. Backaround El Paseo is a unique shopping, dining, and strolling district, and an important contributor to the economic wellbeing of the City. El Paseo has historically been the preeminent retail center of the Coachella Valley and revitalization of El Paseo will contribute to maintaining and improving its position. Investment to revitalize El Paseo will provide it additional impetus as a prestigious destination. Staff was directed by the Palm Desert Redevelopment Agency Board to investigate the potential for aesthetically and thematically connecting the east and west ends of El Paseo to the core shopping district between Highway 74 and Portola Avenue. The initial investigation revealed a host of issues associated with uncoordinated elements and deteriorated conditions of the landscape, irrigation, lighting, and right-of-way improvements along the full length of El Paseo of almost two miles, of which the central "El Paseo Shopping District" is one mile. Staff from Redevelopment, Economic Development, Public Works, Landscaping, and Public Art worked cooperatively to define the scope of the proposed project. On March 9, 2006, the Agency Board ratified a professional services agreement for a study identifying existing conditions of concern. The study report for El Paseo Revitalization was completed in September of 2006. The study included recommendations regarding the revitalization of the El Paseo corridor and cost estimates. The concepts for El Paseo Revitalization were reviewed and endorsed by the Landscape Beautification Committee and the Retail Committee. A White Paper was prepared and funds were budgeted in the 2007-08 fiscal year to replace the aging infrastructure along El Paseo and for improvements to enhance the streetscape over a period of three years. On March 27, 2008, the Agency Board approved professional engineering services to conduct a complete topographic survey of existing improvements within the El Paseo corridor and document the existing conditions on a base plan. On July 10, 2008, the Agency Board approved professional design services for El Paseo Revitalization. The design intent was to establish El Paseo as the preeminent shopping district in Southern California and achieve national name recognition. Concepts for El Paseo Revitalization were developed by the El Paseo Revitalization Committee consisting of fourteen City and Agency staff members representing seven departments working with the professional design team. The conceptual plans were reviewed by the Retail Committee and Landscape Beautification Committee. In May of 2009, the conceptual plans were also presented to the El Paseo Business Improvement District Board of Directors, who enthusiastically endorsed them. On June 11, 2009, the El Paseo Revitalization Plans were presented in study session to the City Council and Agency Board. Due to the uncertain economic times, concern was expressed regarding proceeding with the entire project at that time. On July 28, 2009, the Architectural Review Commission (ARC) gave preliminary approval of the conceptual designs. On August 27, 2009, the Agency Board authorized staff to finalize plans for the signage portion of the El Paseo Revitalization, and to advertise and call for sealed bids. On January 13, 2010, the plans were presented to the ARC, who deferred final approval pending full-size mock-ups of the signs being erected in their permanent location for the Commissioners' consideration. The mock-ups were erected on March 4, 2010, and on March 23, 2010, the Commission unanimously agreed that the signs were properly sized and located. On April 14, 2010, the ARC unanimously approved the plans and presentations for El Paseo Revitalization. On September 15, 2010, the Landscape Beautification Committee unanimously approved the landscape improvement plans for the El Paseo Revitalization Signage. Sianaae The El Paseo corridor currently does not exhibit identification or directional signage along Highway 111 that would signal the location and entry to El Paseo and the central shopping district. The development of themed district identification signage and directional signage will help establish an easily identifiable and unified "El Paseo Shopping District". The district identification signage will assist in promoting existing businesses along El Paseo. Highway 111 is the major traffic artery within Palm Desert from other Coachella Valley cities. Many visitors to the Valley travel along Highway 111 but are unaware of the existence or significance of El Paseo. Other visitors know of El Paseo but become confused when they turn onto El Paseo where it intersects Highway 111 at the east and west ends. Frequently these visitors turn back to Highway 111 because the expected shops are not within sight. A traffic study conducted March 2, 2010, determined that within a 24-hour period almost 40,000 vehicles travel through Palm Desert on Highway 111. The El Paseo signage is located on Highway 111 to bring to the attention of these drivers the existence and location of the El Paseo Shopping District. The signage consists of primary and secondary signage on Highway 111, new directional signage on existing light standards leading to the shopping district, and modifications to two existing monument fountain signs on El Paseo. Primary Sianaoe The primary signs will be in the medians at the east end (Cabrillo Avenue) and west end (Town Center Way) where El Paseo intersects Highway 111. The medians where the primary signs will be located will be widened by two to four feet and new hardscape will be installed. These signs will direct traffic not to El Paseo, but to the "El Paseo Shopping District." The signs will have a timeless artistic theme that will emphasize the uniqueness of El Paseo and be easily recognizable landmarks to orient visitors. The secondary signs will direct visitors to the Shopping District and will also remind residents of shopping and restaurants along El Paseo. The style and colors of the signs are themed with the primary signs and direct travelers along Highway 111 to the "El Paseo Shopping District." Directional Signaqe Directional signs will be mounted on alternating street light standards leading towards the Shopping District along the nearly one mile combined distance at the east and west ends of El Paseo. These directional signs will reinforce to visitors that the Shopping District is ahead. Banner arms that are currently attached to the street lights in the El Paseo median will additionally be placed on the remaining alternate light standards and at signalized intersections within the district for seasonal, artistic, cultural, or special events banners. Monument Fountain Signs At the beginning of the Shopping District at both Highway 74 and Portola Avenue, there are existing monument fountain signs in the median that are not easily noticed due to their size and partial blockage from view. Improvements to the medians and placement of prominent granite slab columns as a backdrop will bring the features to an appropriate taller scale and distinctively announce the beginning of the Shopping District. Balance of Proiect The balance of the El Paseo Revitalization improvements are on hold pending direction from the Agency/Council. The entire proposed project has been reviewed by the El Paseo Business Improvement District Board of Directors, who enthusiastically endorsed the concepts. The ARC has unanimously approved the designs for the entire proposed project; however, final plans are not currently being prepared. The stated goals of the El Paseo Revitalization Plan are as follows: • Reinforce El Paseo as a unique shopping, dining, and strolling district • Enhance the street's unique character through thematic connectivity • Reinforce its reputation as one of the five major art destinations in the country • Produce high efficiency, sustainable, and state of the art infrastructure systems • Create a coordinated and clearly identified district • Fulfill El Paseo's potential to be a premier destination The balance of the El Paseo Revitalization Plan is within the Shopping District and includes the following: • Street and architectural lighting • New public art pads and lighting • Irrigation systems with central controls • Eliminate cross gutters at intersections and install water retaining drainage systems • Replacement of oversized trees and undesirable landscape G:WaOryce WhitME/ Paseo RevitatwationlReject Bids SR 6-9-2011 doc Staff Report El Paseo Revitalization Reject Bids Contract R29200A and R29200B June 9, 2011 Page 5 of 6 • Upgrade all corner ramps to be ADA accessible • Provide corner bulb -outs and enhanced intersection crosswalks with paving to harmonize the pedestrian experience • Provide shade canopies with seating at additional mid -block bulb -outs to enhance the pedestrian experience • Information kiosks These proposed improvements will be presented to the Agency/City Council for consideration at a later date. Bid Results On April 27, 2011 and May 4 2011, Notices Inviting Sealed Bids were published in the Desert Sun for Contract No. R29200A, Contract R29200B, and Contract R29200C. The Design Consultant estimated the amount for the associated work to total $695,000.00. Contractors were also solicited by staff to provide proposals, and plans and specifications were provided to plan rooms and available online. On May 24, 2011, sealed bids for Contract No. R29200A for El Paseo Revitalization Signage and Associated Improvements — Civil Improvements were opened. There was only one bid received from Cora Constructors, Inc. of Palm Desert in the amount of $138,800.00. The line item amount for mobilization is $48,700.00, which is over 35% of the total. The typical percentage for mobilization is 5% to 10% of the total. The Design Consultant for El Paseo Revitalization reviewed the proposal and in their opinion the total lump sum bid is excessive, which staff concurs with. Therefore staff recommends rejection of all bids and authorize staff to negotiate for El Paseo Revitalization Civil Improvements. On May 24, 2011, sealed bids for Contract No. R29200B for El Paseo Revitalization Signage and Associated Improvements — Electric Service were opened. There was only one bid received from Cora Constructors, Inc. of Palm Desert in the amount of $125,500.00. The line item amount for mobilization is $30,000.00, which is approximately 24% of the total. The typical percentage for mobilization is 5% to 10% of the total. The Design Consultant for El Paseo Revitalization reviewed the proposal and in their opinion the total lump sum bid is excessive, which staff concurs with. Therefore staff recommends rejection of all bids and authorize staff to negotiate for El Paseo Revitalization Electric Service. On May 27, 2011, sealed bids for Contract No. R29200C for El Paseo Revitalization Signage and Associated Improvements — Signage, Electrical and Landscaping were opened. There were two (2) responsive bids received. The results are listed below: Contractor City Total Lump Sum Bid Price Architectural Design and Signs Corona $580,866.00 1 Cora Constructors, Inc. Palm Desert $774,000.00 _ Architectural Design and Signs (ADS) is the low bidder. ADS has recently completed projects of similar complexity and are well qualified for the work. Staff will return with a recommendation regarding action on Contract R29200C concurrently with a recommendation regarding negotiation for El Paseo Revitalization Civil Improvements and negotiation for El Paseo Revitalization Electric Service.
