7. Site Mapping
Provide a map showing the vicinity of the project clearly identifying the closest
major cross streets or other landmarks and the project location. Label this map
“Vicinity Map”. Required map size is 8 ½ by 11”.
Provide an 8 ½ by 11” or larger Assessor Parcel Map for the property(s) on
which the project will be occurring. Outline or highlight the affected parcels.
Identify location of site entrances, internal unpaved haul routes, wind fencing,
areas to be chemically stabilized and other proposed and required dust control
mitigations. Projects that are only installing or constructing linear features such
as roads, pipelines or other utilities that border or cross more than one
Assessor’s parcel do not require Assessor’s Parcel Maps, but must provide a
detailed vicinity map adequately depicting the entire project area. If the project
is divided into construction phases (separate physical project areas), provide a
map clearly identifying the phases.
8. Attach a Fugitive Dust Control Plan
Projects with less than 10 acres of disturbed surfaces must complete and
attach a Fugitive Dust Control Plan (Form DCP) or equivalent.
Projects with 10 acres or more of disturbed surfaces must complete and
attach a Site-Specific Fugitive Dust Control Plan. Guidance for preparation
of a Site-Specific Fugitive Dust Control Plan is included later in this
Chapter.

9. Project Notifications
For projects with 10 acres or more of disturbed surfaces, the dust control
ordinance requires notification to the local permitting authority and to the AQMD
prior to project initiation and at project completion. (Refer to Chapter 4 of the
Coachella Valley Fugitive Dust Control Handbook for specific requirements and
forms).
10. Project Signage
Construction Signage must be installed on-site prior to construction. Guidelines
for construction signage are described in Fugitive Dust Mitigation Plan (Sheet 4
of 4).
11. Owner Agreement
The signatory on this application constitutes an agreement by the
owner to be the person with authority to enforce compliance by all
contractors and subcontractors of the Dust Control Ordinance, Fugitive
Dust Control Plan conditions, and any supplements identified by the
permitting authority. Once approved, this application is incorporated
by reference and becomes a part of the approved site grading plan.

Site-Specific Fugitive Dust Control Plan

Site Description: The project scope includes an area of approximately 93 acres located south of Gerald Ford Drive,
between Monterey Avenue and Portola Avenue, consisting of undeveloped and gently sloping infill land with relatively
uniform sandy soils and sparse vegetation coverage. The project’s area of disturbance also includes a portion of Julie
Lane.
Neighboring land to the west includes a golf course portion of Marriott's Shadow Ridge. The north portion of this edge
has a permanent wall. Land to the south and east includes residential development, separated from the project site
by existing perimeter walls. Land to the north includes the Riverside County Sheriff's Office within perimeter wall.
East of the Sheriff's Office, also to the north, is a separate construction project (Grading Permit No. PG22-0026)
within a perimeter fence with screening. This separate project site is not related to this project.
Water Source Identification: The initial source of water during rough grading will be a fire hydrant equipped with a
construction meter. The existing fire hydrant located at the terminus of Julie Ln, immediately east of the project, can
serve the project. Water lines will be connected to one or multiple water towers. Water pumps may be installed to
boost the water pressure delivery during pre-watering activities. Water towers, water lines, pumps, irrigation systems,
and water trucks will be relocated according to the grading progress. As grading areas are completed, additional fire
hydrants may be equipped with construction meters to supply the active areas.
Initial Staging Area: The initial construction staging area for this project will be situated within the existing fenced
limits as generally depicted in the PM10 scope. The temporary staging of earth-moving equipment and water trucks
may be relocated with the active grading areas.
