NOTICE IS HEREBY GIVEN that in accordance with California Government Code
Section 54972, the City of Palm Desert hereby publishes its Local Appointments List of
all regular and ongoing boards, commissions, committees, and task forces. Unless
otherwise specified, Palm Desert residency is required to serve. However, non-residents
may be appointed when specific expertise is needed. Additional qualifications and
requirements may apply, as outlined in the Palm Desert Municipal Code.
ARCHITECTURAL REVIEW COMMISSION
This commission is responsible for reviewing the architecture and landscape design of all
commercial and residential development, as well as proposed modifications, to ensure
consistency with the City’s objectives and policies. The Commission consists of seven (7)
members appointed by the City Council. Meetings are typically held on the second and
fourth Tuesdays of each month at 12:30 p.m.

BUILDING BOARD OF APPEALS
This board hears appeals related to the interpretation of the California Building Code, as
well as matters concerning the condemnation and abatement of dangerous structures.
The Board consists of five (5) members appointed by the City Council. Meetings are held
on an as-needed basis.

CIVIC ENGAGEMENT COMMITTEE
This committee is responsible for promoting civic education and engagement to help
residents better understand local government, foster a positive sense of community, and
prepare the next generation of local government leaders. It consists of seven (7) members
appointed by the City Council. Meetings are held semi-annually at 11:00 a.m. and more
frequently as needed.

COACHELLA VALLEY MOSQUITO & VECTOR CONTROL ABATEMENT DISTRICT
This board governs the Coachella Valley Mosquito and Vector Control District, which is
responsible for protecting public health across a 2,400-square-mile area, including the City
of Palm Desert. The Board consists of 11 members, with one (1) member appointed by the
Palm Desert City Council.

COACHELLA VALLEY MULTIPLE SPECIES HABITAT CONSERVATION PLAN
TRAILS MANAGEMENT SUBCOMMITTEE
This subcommittee was established in 2008 to provide input on trails-related issues
associated with the Coachella Valley Multiple Species Habitat Conservation Plan
(CVMSHCP). It makes recommendations to the Coachella Valley Conservation
Commission (CVCC), the agency responsible for implementing the CVMSHCP. One (1)
member is appointed by the Palm Desert City Council to serve on the Subcommittee.

CULTURAL ARTS COMMITTEE
This committee is responsible for reviewing the City’s Public Art Program, including the
placement of sculptures and other public art, and makes recommendations to the City
Council on all public and private art projects. It consists of seven (7) members appointed
by the City Council, along with two non-voting liaison members selected from the
Architectural Review Commission and the Planning Commission. Meetings are held on
the second Wednesday of each month at 9:00 a.m.

CULTURAL RESOURCES PRESERVATION COMMITTEE
This committee is responsible for reviewing the preservation of buildings and sites that
reflect elements of Palm Desert’s cultural, social, and archaeological history. It consists
of seven (7) members appointed by the City Council. Meetings are held on the fourth
Wednesday of every other month at 9:00 a.m.

EL PASEO BUSINESS IMPROVEMENT DISTRICT BOARD
This board is responsible for promoting El Paseo as a world-class, pedestrian-friendly,
and upscale retail-oriented destination. It consists of seven (7) members appointed by the
City Council. Members must be part of the El Paseo business area. Meetings are held on
the third Thursday of each month at 8:00 a.m.

FINANCE COMMITTEE
This committee is responsible for reviewing and advising the City Council on auditing and
internal controls, financial reporting, investments, municipal debt and refunding, and other
financial matters as referred by the City Council. It consists of up to seven (7) members:
two City Council members and up to five (5) community members appointed by the City
Council. Meetings are held quarterly on the fourth Tuesday at 10:00 a.m.

HOMELESSNESS TASK FORCE
This task force is responsible for reviewing and advising the City Council on services and
coordinated efforts to address homelessness, and provides a forum to discuss business
and community concerns related to the impacts of homelessness. It consists of seven (7)
members appointed by the City Council, including: two members of the business
community, two community members (one with lived experience of homelessness), one
at-large member, the Chair of the Public Safety Committee, and the Chair of the Housing
Commission or their designees appointed annually. Meetings are held semi-annually.

HOUSING COMMISSION
This commission provides input to the Housing Authority Board on housing policies and
procedures, housing programs and strategies, and reviews and makes recommendations
on administrative and operational matters related to the City’s affordable rental portfolio.
It consists of seven (7) members appointed by the City Council. Two members must be
tenants of the Housing Authority, and one of the tenant members must be at least 62
years of age. Meetings are held on the second Wednesday of each month at 3:30 p.m.

JOSLYN COVE SENIOR CENTER
The Joslyn Center provides a wide range of programs and services for older adults in the
desert community. One (1) member is appointed by the Palm Desert City Council to
represent the City on the Board of Directors. Members serve two-year terms and are
limited to three consecutive terms, not to exceed six years.

LIBRARY ADVISORY COMMITTEE
This committee provides input on library programming and space planning, monitors
performance indicators, activities, and outcomes, and helps connect library staff with
community groups. It consists of seven (7) members appointed by the City Council.
Meetings are held quarterly.

PALM DESERT RECREATIONAL FACILITIES CORPORATION BOARD
This nonprofit public benefit corporation supports the development and operation of
recreational facilities within the City of Palm Desert. The Board’s primary role is to lease,
operate, and manage the restaurant and bar at Desert Willow Golf Resort. Members
serve a one-year term or until a successor is appointed. Meetings are held annually on
the second Monday of June at 11:00 a.m.

PALM SPRINGS INTERNATIONAL AIRPORT
This commission is managed by the City of Palm Springs and performs duties outlined in
Palm Springs Municipal Code Section 2.16.060. It consists of nineteen (19) members,
including one (1) representative appointed by the Palm Desert City Council. Appointees
are subject to term limits established by the City of Palm Springs.

PARKS AND RECREATION COMMITTEE
This committee reviews all matters related to the creation, planning, acquisition,
operation, maintenance, coordination, policies, management, and control of parks and
recreation opportunities in Palm Desert. It consists of seven (7) members appointed by
the City Council. Meetings are held on the first Tuesday of each month at 8:30 a.m.

PLANNING COMMISSION
This commission reviews all land use applications for conformance with the Zoning
Ordinance and General Plan and recommends long-range policies and objectives to the
City Council as they relate to Palm Desert’s socioeconomic concerns. It consists of five
(5) members appointed by the City Council. Meetings are held on the first and third
Tuesday of each month at 6:00 p.m.

PUBLIC AFFAIRS MARKETING PANEL
This committee evaluates the City’s annual marketing and media plans, participates in
the development of the annual marketing budget, reviews all print and electronic media
advertising and collateral materials, and makes recommendations on special events
requesting financial support from the City. It consists of up to seven (7) members
appointed by the Public Affairs Manager and a City Council Subcommittee. Meetings are
held as needed.

This committee reviews law enforcement and comprehensive public safety matters and
makes recommendations to the City Council. It consists of seven (7) members appointed by
