A.Attach a project narrative that includes a description of the proposed project, the location of the
business, type of business, zoning designation, and the public benefit of the proposed project
including new jobs created, tax revenue increase, etc.
B.Attach project rendering(s), site plan(s), floor plan(s), exterior elevation(s), and other architectural
images in support of the application. In the case of capital equipment requests, supply product tear
sheet and provider information.
C.Provide all financial information including project budget, source of applicant funds, amount requested
within program limits, contractor estimates, and for capital equipment, material estimates.

Be advised that any or all application materials may be viewed by the public pursuant to the State of California
Government Code Title 1, Division 7, Chapter 3.5, 6250-6276.48. And, that request for funds is subject to State of
California Government Code Title 5, Division 2, Part 1, Chapter 1, 53060-53087.8. Applicants are advised that all
projects will require a completed City application along with the required fee(s). For projects that require it, plans must be
submitted to the Department of Community Development and Public Works and are subject to all review(s) by elected
bodies including by the Architectural Review Committee prior to final qualification for funding.

Application Instructions
Prior to completion of the application, it is recommended the applicant discuss the proposed project briefly with
City staff. Applicant may call 760-776-6441 for more information. Return completed application and all supporting
application materials to Attn: Invest Palm Desert at bizsupport@cityofpalmdesert.org or City of Palm Desert, 73510
Fred Waring Drive, Palm Desert, CA 92260.
Step 1. Applicant information section:
•Provide all relevant information including Applicant name, business mailing address (provide physical address if
P.O. Box), telephone, fax number and email of appropriate contact for the applicant. If the applicant is a tenant and
does not own the property where the improvements will be made, applicant must provide the name and approval of
the property owner (i.e., landowner) to fulfill application instructions. If a broker or property representative is the
applicant, note under "representative". If same as applicant or property owner, note "same as applicant" or "same
as property owner."
Step 3. Program Category Selection
•After reviewing the stipulations and guidelines within the Resolution #2022-68, the applicant should check any or all
categories of incentives for which they qualify.
•Note the amount requested in the area designated. Additional information will need to be supplied for the amount
requested (see Step 4(B), below).
•In the case of the New Development Project Assistance & Plan Check Fee Rebate incentives, the applicant may
seek a fee estimate from the City Building and Safety Department staff and provide an estimate of the rebate
anticipated. Note that only Planning Application Fees, Plan Check Fees, Inspection Fees, and certain Development
Impact Fees may be rebated.
•In the case of the Capital Improvement Grant, the maximum amount an applicant may request is $500,000, except if
the applicant’s project is located with the designated San Pablo Commercial area (Resolution #2022-68, Exhibit 8).
•In the case of the High Wage "Move-In" grant, the maximum amount an applicant may request is $500,000 and
must meet employment eligibility requirements as stated within the Resolution #2022-68.
•In the case of Site-Specific Revenue Sharing and the New Development Project Assistance category, the applicant
may request any amount, however additional information is required (see #4, below) and staff recommends a
preliminary meeting prior to applying for these funds.
•In the case of Other, provide the service being requested, and any amount that may be requested.
Step 4.
A.Project narrative
•Provide a detailed project narrative. The narrative must include:
o Description of the project
o Location of business where project is to take place (or in the case of High Wage "Move-In"
Incentive, original location of HQ and proposed location of HQ within Palm Desert, including a
copy of executed lease)
o The type of business receiving the incentive (and in the case of High Wage "Move-In" Incentive, the
NAICS code under which the company operates, or explanation of business such that a similar
NAICS code could be identified from the list in Resolution #2022-68, Exhibit C)
o Explicit statement that the property owner is aware of and agreeable to, the improvements (in the
case of tenant improvements, for example)
o The public benefit the applicant believes the project is supporting.

Types of public benefit may include, but are not limited to:
-Jobs
-Removal of blight (i.e., eyesores, improvement of current conditions)
-Environmental enhancements that reduce greenhouse gas, energy consumption, etc.
-Improved economic conditions to the community
-Reduction of hazardous conditions and improvement of safety to the public
o A statement indicating the applicant will abide by Prevailing Wage laws.
•City Staff, the City Manager, and the City Council will review requests for funds, so a project narrative may
also include other qualitative factors such as history of the business, experience of the owners/operators of
the business, relationship to Palm Desert, additional benefits business brings to Palm Desert and other
items of interest about the project or applicant that the Council may deem relevant to the qualifying process.
B.Project images
•Provide as much project detail in the form of project images of architectural quality including:
o Project site plan
o Project elevation
•The applicant may also wish to provide additional visual information such as renderings, before/after
images, and other architectural details such as finishes and colors.
•The applicant will be required to process their project through the Architectural Review Committee (ARC) to
qualify for funding. In addition, the applicant is then responsible for the typical City Planning approvals.
Applicants are encouraged to contact City Planning staff with guidelines for ARC submittal and scheduling.
•In the case of capital equipment requests, provide all manufacturer information including tear sheets,
location of manufacturer and other relevant product information.
•Project images should be provided by a design professional when available or practicable.
C.Project finance
•Applicant must provide detailed information relevant to the financial aspects of the project, including:
o Project budget
o Project pro forma (where applicable)
o Source of applicant funds (i.e., bank, SBA, self)
o Contractor estimates (or material estimates in the case of capital equipment)
o Statement of financial need
•In the case of gap financing, the project must provide evidence of the gap, and an explanation of why
private market efforts to fill the gap are not satisfactory.
•All financial information should be presented using current accounting software or other appropriate financial
spreadsheet software (i.e., Excel).
Step 5. Signature section:
•Signature must be of the applicant(s). In the case of an applicant who is a tenant of a property, the property
owner must also sign the application.
•The applicant will be required to execute a funding agreement with the City. By signing the application, the
applicant agrees to the terms outlined in Resolution #2022-68 and all other terms assigned by the City.
