HomeMy WebLinkAboutAutumn 2025 - Civic Academy - Housing PresentationHousing Division Development Services Department October 20, 2025 Palm Desert Housing Division The Housing Division oversees the City’s affordable housing programs, including: •Subsidized Apartment Rentals •First-time Homebuyer Program •Home Improvement Program (HIP) •Private Developer Partnerships •Mobile Home Park Rent Review Authority Operated Subsidized Rentals Palm Desert Housing Authority (PDHA) owned rental communities: •1,114 affordable units (high occupancy rate) •15 properties: 8 multifamily + 7 senior communities •Apartment sizes: studio – two bedrooms •Annual income recertification required •Day-to-day operations and maintenance managed by National CORE First-Time Homebuyer Program •292 affordable homes in city developments •Communities: Falcon Crest (93), Desert Rose (161), Portola MHP (20), Infill locations (18) •Financial assistance provided to eligible first-time buyers •Pre-qualified interest list ensures readiness •Annual compliance review for affordability restrictions Home Improvement Program – Emergency Grant • For City of Palm Desert homeowners (single-family or mobile homes) •Must be primary residence and very-low or low income •Emergency repairs: A/C, heating, roof, plumbing, •Up to $7,500 in forgivable grant funds •Cosmetic repairs are not covered, focused on health and safety issues Private Developer Partnerships •319 affordable units over 10 properties •City provides incentives: land, down payment assistance, density bonuses, loans •Affordability restrictions recorded for up to 55 years •Annual compliance review with rent rolls and income certifications •Approximately 827 affordable rental units are planned as part of future developments Rental Communities in Development Projects Underway (Approx. 588 Units) •Vitalia: 269 units •Palm Villas at Millennium: 241 units (100% affordable) •The Sands Apartments: 78 units (388 mixed-income development with 20% for very low income) Overview •A combination of 100% affordable and mixed-income developments •Supported through special incentive programs and public-private partnerships •Partnership opportunities continue to advance the Authority’s goal in meeting the Regional Housing Needs Allocation (RHNA) mandated policies.
