NOTICE OF MEASURE 1 NOTICE TO VOTERS OF DATE AFTER WHICH NO ARGUMENTS
FOR OR AGAINST A CITY MEASURE MAY BE SUBMITTED TO THE CITY CLERK
NOTICE IS HEREBY GIVEN that a General Municipal Election will be held in the City of Palm Desert,
California, on Tuesday, November 6, 2018, at which there will be submitted to the voters the following
measure:

To improve general City services, such as policelemergency response, parks,
youth/senior services, and street repair, shall the City of Palm Desert enact a general
tax on cannabis businesses of up to $20 per square foot for cultivation; up to 3% of

cannabis retail sales and delivery; generating up to $5,430,000 annually for

NOTICE IS FURTHER GIVEN that pursuant to Article 4, Chapter 3, Division 9 of the Elections Code of the
State of California, the legislative body of the City, or any member or members thereof authorized by the
body, or any individual voter or bona fide association of citizens, or any combination of voters and
associations, may file a written argument, not to exceed 300 words in length, accompanied by the printed
name(s) and signature(s) of the author(s) submitting it, or if submitted on behalf of an organization, the
name of the organization, and the printed name and signature of at least one of its principal officers who is
the author of the argument, for or against the City Measure.
NOTICE IS FURTHER GIVEN that, based upon the time reasonably necessary to prepare and print the
arguments and Voter Information Guide for the Election, the City Clerk has fixed August 20, 2018, during
normal office hours, as posted, as the date after which no arguments for or against the City Measure may
be submitted to the Clerk for printing and distribution to the voters as provided in the Article 4. Arguments
shall be submitted to the City Clerk, accompanied by the printed name(s) and signature(s) of the author(s)
submitting it, or if submitted on behalf of an organization, the name of the organization, and the printed
name and signature of at least one of its principal officers who is the author of the argument, at City Hall,
Palm Desert, California. Arguments may be changed or withdrawn until and including the date fixed by the
City Clerk.
NOTICE IS FURTHER GIVEN that the City Council had determined that rebuttal arguments, not to exceed
250 words in length, as submitted by the authors of the opposing direct arguments, may be filed with the
City Clerk, accompanied by the printed name(s) and signature(s) of the author(s) submitting it, or if
submitted on behalf of an organization, the name of the organization, and the printed name and signature of
at least one of its principal officers who is the author of the argument, not more than 10 days after the final
date for filing direct arguments, or August 30, 2018.
NOTICE IS FURTHER GIVEN that any ordinance, impartial analysis, or direct argument filed under the
authority of the Elections Code will be available for public examination in the City Clerk's Office for not less
than 10 calendar days from the deadline for the filing of the arguments and analysis. Any rebuttal argument
filed under the authority of the Elections Code will be available for public examination in the Clerk's Office
for not less than 10 calendar days from the deadline for filing rebuttal arguments.

ARGUMENTO A FAVOR O EN CONTRA DE UNA MEDIDA MUNICIPAL
SE NOTIFICA que el martes, 6 de noviembre de 2018, se Ilevarb a cabo una Elecci6n Municipal General en la
Ciudad de Palm Desert, California, en la cual se les presentar6 la siguiente medida a los votantes:

sobre los comercios de cannabis de hasta $20 por pie cuadrado de cultivo; hasta el 3% de
los ingresos brutos por la producci6n de cannabis; y hasta el 15% de ingresos brutos por
ventas minoristas y entrega de cannabis; generando hasta $6,430,000 anuales pars

ADEMAS SE NOTIFICA que en conformidad con el Articulo 4, Capitulo 3, Divisi6n 9 del C6digo Electoral del
Estado de California, el cuerpo legislative de la Ciudad, o cualquier miembro o miembros del mismo autorizados
por el cuerpo, o todo votante individual o asociaci6n genuina de ciudadanos, o toda combinaci6n de votantes y
asociaciones, pueden presentar un argumento escrito a favor o en contra de la medida municipal, el cual no
puede exceder las 300 palabras, acompanado por el nombre o nombres impresos, y firma(s) de el(los) autor(es)
que to presenten, o si es presentado en el nombre de una organizaci6n, el nombre de la organizaci6n, y el
nombre impreso y la firma de por to menos uno de sus funcionarios principales, quien es el autor del argumento.
ADEMAS SE NOTIFICA que, basada en el tiempo razonablemente necesario para preparar a imprimir los
argumentos y boletas electorales de muestra para la elecci6n, la Secretaria Municipal ha fijado el agosto 20,
2018, durante el horario normal de trabajo, segun ha sido anunciado, Como fa fecha despu6s de la cual no se
podr6 presenter a la secretaria municipal ningun argumento a favor o en contra de la medida municipal pars su
impresi6n y distribuci6n a los votantes segun to dispuesto en el Articulo 4. Los argumentos deberan ser
presentados a la Secretaria Municipal, acompanados por el nombre o nombres impresos y firma(s) de el(los)
autor(es) que los presenten, o si son presentados en el nombre de una organizaci6n, el nombre de la
organizaci6n, y el nombre impreso y la firma de por to menos uno de sus funcionarios principales, quien es el
autor del argumento, en el Ayuntamiento en Palm Desert, California. Los argumentos pueden ser cambiados o
retirados hasta a incluyendo la fecha fijada por la Secretaria Municipal.
ADEMAS SE NOTIFICA que el concejo municipal ha determinado que los argumentos de refutaci6n, no debe
tener m6s de 250 palabras, segun han sido presentados por los autores de los argumentos directos de oposici6n,
pueden ser presentados a la secretaria, acompanados por el nombre o nombres impresos y firma(s) de el(los)
autor(es) que los presenten, o si son presentados en el nombre de una organizaci6n, el nombre de la
organizaci6n, y el nombre impreso y la firma de por to menos uno de sus funcionarios principales, quien es el
autor del argumento, no mas de 10 dlas despu6s de la fecha limite para presentar los argumentos directos, o
agosto 30, 2018.
ADEMAS SE NOTIFICA que toda ordenanza, an6lisis imparcial, o argumento directo que sea presentado bajo la
autoridad del c6digo electoral estara a disposici6n del publico para que to examine en la oficina de la secretaria
por un perlodo que no podr6 ser menor a los 10 dias calendario de la fecha limite para la presentaci6n de los
