NOTICE OF PUBLIC COMMENT PERIOD AND PUBLIC HEARING
FOR THE SUBSTANTIAL AMENDMENTS TO
PROGRAM YEAR 2023 AND PROGRAM YEAR 2024
CDBG ANNUAL ACTION PLAN
In compliance with the U.S. Department of Housing and Urban Development (HUD)
Citizen Participation Requirements (24 CFR Part 91), the City of Palm Desert invites
public review and comment on the Draft Substantial Amendments to the Program Years
(PY) 2023 and 2024 Community Development Block Grant (CDBG) Annual Action Plans.
The Annual Action Plans identify the City’s housing and community development needs
and outline how CDBG funds will be allocated to address these needs, while the Citizen
Participation Plan establishes procedures for public involvement in HUD-related planning
and funding decisions.
The proposed amendments include:
• Program Year 2023: Reallocate $50,000 and the associated project from Cove
Communities Senior Association dba: The Joslyn Center to be allocated to PY2026
for Desert ARC Improvement Project to be utilized for the replacement of seven
HVAC (heating, vent, air conditioning) units, an eligible Public Facility
Improvement.
• Program Year 2024: Reallocate $75,000 and the associated project from Cove
Communities Senior Association dba: The Joslyn Center to be allocated to PY2026
for Desert ARC Improvement Project to be utilized for the replacement of seven
HVAC (heating, vent, air conditioning) units, an eligible Public Facility
Improvement.
• Program Year 2024: Reallocate $5,000 and the associated project from Desert
Recreation to be allocated to PY2026 for the Desert ARC Improvement Project to
be utilized for the replacement of seven HVAC (heating , vent, air conditioning)
units, an eligible Public Facility Improvement.
These amendments ensure alignment with the City’s Consolidated Plan and program
priorities, including targeted infrastructure improvements and support for critical
community resources.
To encourage broad participation, particularly from low- and moderate-income residents,
minority communities, persons with disabilities, and non-English-speaking individuals, the
public is invited to review and provide comments on the Draft Substantial Amendment
from January 8 through January 17, 2026. Copies of the draft amendment will be available
on the City’s website at [https://www.palmdesert.gov/departments/special-
programs/community-development-block-grant-cdbg]. Written comments may be
submitted by January 22, 2026, to the City Clerk’s Office, 73-510 Fred Waring Drive, Palm
Desert, CA 92260 (Attention: City Clerk), by fax to (760) 340-0574, or by email to
cityclerk@palmdesert.gov.
A public hearing regarding the Draft Substantial Amendment will be held during the Palm
Desert City Council meeting on January 22, 2026, at 4:00 p.m. at the Palm Desert Civic
Center, 73-510 Fred Waring Drive, Palm Desert, CA 92260. The meeting will be
livestreamed at https://www.palmdesert.gov/connect/city-council, and a telephone
number for public participation will be included on the posted meeting agenda prior to the
hearing date and available on the City’s website.
The City encourages participation from low- and moderate-income residents, minorities,
persons with disabilities, and persons with limited English proficiency. The City will provide
reasonable accommodations and auxiliary aids, including alternative format s such as
large print, Braille, or translated materials, upon request at least one week in advance. To
request accommodations, please contact the ADA Coordinator at (760) 776 -6450 (TDD
for hearing/speech impairments) or ada@palmdesert.gov.
Following the public comment period and hearing, all comments received will be reviewed
and incorporated as appropriate before the final submission to HUD.
All comments received will be considered prior to submitting the amendment to HUD.
