Residential Water Heater Virtual Inspection Checklist Purpose and Applicability
This checklist is intended for a virtual inspection of residential water heater replacements at existing locations only. It does not apply to new locations. This form must be completed
and submitted along with clear photographs of the work. See separate instructions for photo submittal.
Required Photos and Documentation
Please provide 6–8 photos based on the type of water heater being installed.
Photo of Residence
Address must be clearly visible.
Photos Based on Water Heater Type Standard Tank-Style Gas Water Heater
Provide 2–3 clear photos showing the following:
Combustion air vents and B-vent flue connections.
Hot and cold-water lines, including shut-off valve.
Gas shut-off valve and sediment trap (CPC §1212.9).
Seismic straps (CPC §507.2).
T&P valve and discharge line (CPC §608.3, §608.5).
Drain pan and termination point (CPC §507.5).
Water heater platform, if in garage, with 18-inch elevation above floor per CPC §507.13.
Expansion tank if on a closed-loop system (CPC §608.3).
Electrical bonding jumper (CEC §250.104).
Tankless Gas Water Heater
Provide 2–3 clear photos showing:
Gas shut-off valve and sediment trap (CPC §1212.9).
Water shut-off valves (CPC §608.2).
Condensate drain line, if condensing model, with approved termination (CMC §312).
Combustion air vents and category-specific venting, sealed for direct-vent.
Mounting bracket or support method.
Expansion tank, if on a closed-loop system.
Proper clearance from grade and building openings (CMC §303.3.1).
Electrical disconnect or service outlet, if applicable (CEC §422.31).
T&P valve and discharge line (CPC §608.3, §608.5).
Electric Heat Pump Water Heater
Provide 3–4 clear photos showing:
Hot/cold water lines with shut-off.
T&P valve and discharge line.
Drain pan with termination (CPC §507.5).
Condensate drain line from the heat pump (CMC §312).
Electrical disconnect within sight (CEC §422.31(B)).
Dedicated circuit breaker photo and label (CEC §422.11).
Platform or base support if installed in the garage.
Clearance for airflow intake/exhaust per manufacturer requirements.
Water Heater Label
Must clearly show model, serial number, BTU/kW rating, and electrical or gas requirements.
Electrical Bonding, If Required
Photo showing bonding jumper between hot and cold-water lines (CEC §250.104).
Smoke/Carbon Declaration Form
Submit the City’s Smoke/Carbon Declaration Form (CRC §R314 and §R315).
Do not include photos of detectors.
Inspector Note
During the review of submitted photos, the inspector may request additional images, a live video call, or an in-person inspection if any required elements are unclear or noncompliant.

I affirm that the above information and submitted photographs accurately represent the completed water heater installation. I understand the City inspector may require further verification.
