HomeMy WebLinkAboutUpdated-TCO Front Page Policy - IOR narrative CITY OF PALM DESERT Building & Safety Department 73-510 Fred Waring, Palm Desert, CA (760) 776-6420 TEMPORARY CERTIFICATE OF OCCUPANCY 2016 (updated 9/19/19) Note: The City of Palm Desert Building and Safety Department does not issue Residential Temporary Certificates of Occupancy. Applicants of Commercial structures may apply to request a Temporary Certificate of Occupancy (TCO) prior to final approval by the Building and Safety Department, in accordance with California Building Code (CBC) 111.3. A TCO is requested when the majority of construction is completed including all fire, life-safety and ADA, and will not be considered if any of these items are pending. Temporary Certificate of Occupancy procedure: Note: All written requests require five (5) working days to process. 1. The Applicant is required to complete attached application for Temporary Certificate of Occupancy (TCO). The property owner and the contractor must sign the TCO Application prior to submitting for consideration. a. The TCO application will be delivered to the Inspector of Record (IOR) for review. * Inspector of Record will scan and attach a completed TCO application. * Inspector of Record will coordinate will assign respective department reviews in TrakIt. 2. The Applicant may request and schedule a TCO and/or Final Building Inspection with any staff member with a TCO application on file. The Inspector of Record (IOR) assigned will determine feasibility and field procedural guidance. *IOR may schedule TCO inspections as needed when not coordinated with any other staff member. 3. The Applicant will need to contact the departments identified by Inspector of Record to schedule an inspection, i.e. Fire, Public Works, Planning and/or Riverside County Health Department. 4. The reviewing Departments will indicate an approval or denial electronically in TRAKiT. *The Inspector of Record will notify the applicant, informing them a copy of the approved TCO is available at the front counter “will call” basket. 5. A TCO is granted for a period not to exceed 30 days. 6. The Contractor/Owner is required to proceed in good faith to obtain final inspection approval(s), as applicable, from Building, Fire, Pubic Works, and Planning, on or before the expiration date listed on the TCO. Failure to obtain a permanent Certificate of Occupancy by the date stipulated may result in a suspension of utilities serving the property, TCO revocation, and/or applicable legal proceedings. 7. The applicant may be required to post a Performance Bond or Cashier’s Check (amount to be determined by the Director of Building and Safety or as identified by other City Departments). All outlined work must be completed prior to the expiration date on the TCO contract. In the event the applicant fails to complete the outstanding work, the City shall call on the Performance Bond/Cashier’s Check in order to ensure that the work will be completed to the satisfaction of the City. (PDMC 25.60.150) 8. When the Building and Safety Department receives all City and County Department final approvals, a final Certificate of Occupancy will be issued.
