HomeMy WebLinkAboutNeeds Assessment 2015CITY OF PALM DESERT NEEDS ASSESSMENT OUTLINE The following information contains the needs identified with the City’s Five -Year Consolidated Plan. These needs are open for public review and comment as well as to provide the general public with an opportu nity to provide input on community issues and needs related to the Community Development Block Grant (CDBG) Program and expenditure of funds. These needs are identified as priorities, which the City will work to address over the ext five years. The Needs Assessment is undertaken each year to obtain input and receive feedback on identified issues and newly identified issues from the community on a yearly basis. Various programs and projects that meet these needs will be considered for funding. 1. Projected Housing Needs for Five-Year Period: According to the Southern California Association of Government, Regional Housing Needs Assessment (RHNA), the City of Palm Desert should build additional housing units. These units do not include housing developments by private developers. Comments: 2. Persons with Disabilities/HIV/AIDS Needs: The City has identified persons with various disabilities as an identifiable need within the Needs Assessment and will assist in funding through Community Development Block Grant (CDBG) monies. The City will fund future programs or projects, which specialize in the needs of individuals and families with disabilities, whether it be housing related or programs related. Fundin g will depend on project type and required vs. available funding issues. Comments: Needs Assessment Outline 3. Substandard Housing or Blight Issues: The City’s Home Improvement Program is designed to assist individuals and families with substandard housing conditions or blight issues. This program is funded byCommunity Development Block Grant funds, which allow for low interest rate loans and grants, etc. to the very low to low to moderate-income levels. Comments: 4. Homeless Needs: The City has identified various homeless needs as priorities within the Needs Assessment. As such, programs and projects meeting the various needs of the homeless will be funded through Community Development Block Grant (CDBG) monies. The City will fund future programs or projects that specialize in the needs of homeless (e.g., emergency shelters, transitional supportive housing, food distribution programs, domestic violence emergency housing, outreach and assessment efforts, etc.). Funding will depend on project type and required vs. available funding issues. Comments: 5. Public Service Needs: Public service needs have increased over the years, which has required additional CDBG monies to be expended on programs that meet the various needs of the community. Some of the programs that would apply are: Food distribution programs, at–risk youth and youth programs, educational outreach, and counseling efforts on health and family related issues, etc. Funding will depend on project type and required vs. available funding issues.
