This Code and Ordinance requires that builders/contractors recycle and/or salvage a minimum of 65% of the non- hazardous construction and demolition debris, or meet a local construction and demolition waste management ordinance, whichever is more stringent. This applies to all additions or alterations of existing residential buildings where the addition or alteration increases the building’s conditioned area, volume, or size. It also applies to newly constructed non-residential buildings, building additions of 1,000 square feet or greater, and/or building alterations with a permit valuation of $200,000 or above. Failure to comply with Ordinance 1351 may result in fines, penalties, and imprisonment. Failure to provide documentation from salvage, recycling and waste facilities may result in final inspection not being issued. Waste stream reduction alternative. Projects that generate a total combined weight of construction and demolition waste disposed of in landfills, which do not exceed two (2) pounds/square feet of the building area shall meet the minimum 65 percent construction waste reduction requirement. Demolition Contractor – can haul debris only if doing the demolition work and using own employees and equipment. City’s Franchise Waste Hauler – must be used if the above does not apply. Contact Burrtec Waste & Recycling Services at (760) 340-2113 WEIGHT TICKETS will be given every time a load is hauled to a facility. Tickets must list date, type of material, and tonnage of material. Tickets must be saved and turned in with the final report as documentation. Burrtec can also provide a cumulative report upon completion of the project (see sample on the right). Please complete this section, have it approved by the Building and Safety Department no later than 30 days after completion of the construction project. This section must be completed and signed, and all original receipts or other supporting documentation must be attached in order to receive final project approval.
