CITY COUNCIL
CITY OF PALM DESERT
TRANSPORTATION UNIFORM MITIGATION FEE (TUMF)
PROPOSED INFLATION ADJUSTMENT
Notice is hereby given that the CITY COUNCIL of the CITY OF PALM DESERT will hold a
PUBLIC HEARING at its regular meeting scheduled at 4:00 PM, on November 14, 2024.
SUBJECT: The City Council will consider (1) the adoption of an addendum to the TUMF
Nexus Study (the “Addendum”) relating to increased Transportation Uniform Mitigation Fees
for regional transportation facilities and program administration (collectively, the “TUMF”); and
(2) adoption of the TUMF inflationary adjustment that will take effect January 1, 2025.
TUMF is collected by the City of Palm Desert on behalf of the Coachella Valley Association
of Governments (“CVAG”). In 2018 CVAG commissioned the TUMF Nexus Study and
established the TUMF to be imposed by each member agency, which includes the City of
Palm Desert. On April 29, 2024, the CVAG Executive Committee adopted the inflationary
increase to the existing TUMF rates. This public hearing of the City of Palm Desert authorizes
the City to impose the new TUMF rates.
The Addendum and proposed TUMF increase will be adopted in accordance with the
Mitigation Fee Act, including Government Code sections 66000 et seq. and 66016.5. The
Addendum, the original TUMF Nexus Study, the proposed TUMF fee schedule, and all
supporting data for the TUMF are available for public review on the City’s website at
www.palmdesert.gov/departments/building-and-safety/building-permits-/fees. Copies of
these documents are also available for review in Development Services Division, City of Palm
Desert located at 73510 Fred Waring Drive, Palm Desert, California, 92260 during normal
business hours.
ADDITIONAL INFORMATION: Members of the public are invited to attend the hearing and
express opinions or submit evidence for or against the proposed TUMF increase described
above. At the above noted time and place, testimony from interested persons will be heard
by the City Council and duly considered prior to taking action on the above proposed TUMF
increase.
Pursuant to the California Government Code, please take notice as follows: If you challenge
the action described in this written notice in court, you may be limited to raising only those
issues you or someone else raises at the public hearing, or in written correspondence
delivered to the City of Palm Desert at, or prior to, the public hearing.
If you have any questions about the above proposal or want to submit comments, you may
