NOTICE OF A PUBLIC HEARING BEFORE THE PALM DESERT PLANNING COMMISSION
TO CONSIDER RECOMMENDING TO THE CITY COUNCIL THE APPROVAL OF GENERAL
PLAN AMENDMENT 21-0002 UPDATING THE CITY’S HOUSING ELEMENT AND SAFETY
ELEMENT OF THE GENERAL PLAN
The City of Palm Desert (City), in its capacity as the Lead Agency for this project under the
California Environmental Quality Act (CEQA), has prepared an Initial Study and Negative
Declaration for the updates to the Housing and Safety Elements of the General Plan.
Project Location/Description:
Project Description: The Housing Element is one of the mandated Elements of the General
Plan. It considers the future needs for housing in the City, with a particular focus on affordable
housing and housing for special needs households, including the elderly, disabled persons,
large families, single-parent households, and the homeless. It also provides the City’s
decision-makers with Goals, Policies, and Programs intended to facilitate the development of
housing to meet these needs. The period from 2022-2029 planning is being addressed in this
Update.
In addition, the City is required to evaluate and update its Safety Elements to address
impediments to the development of housing sites within the City.
Recommendation: Staff is recommending that the Planning Commission adopt a resolution
recommending to the City Council approval of amendments to the City’s Housing and Safety
Elements of the General Plan.
Public Hearing: The public hearing will be held before the Planning Commission on
Tuesday, January 18, 2022, at 6:00 p.m. via Zoom. The hearing will be conducted in
accordance with the City’s emergency protocols for social distancing. Options for remote
participation will be listed on the Posted Agenda for the meeting at:

Public Review: The Draft Housing Element and Safety Element update are available for
public review Monday through Friday from 8:00 a.m. to 5:00 p.m. at City Hall. Please submit
written comments to the Development Services Department. If any group challenges the
action in court, the issues raised may be limited to only those issues raised at the public
hearing described in this notice or in written correspondence at, or prior to the Planning
Commission hearing. All comments and any questions should be directed to:
