Cool tunes and cooler temperatures are coming to Palm Desert in October with the
return free Fall Concerts in the Park featuring live music under the stars every Thursday
night of the month.
The excitement kicks off at the Civic Center Park Amphitheater at 6 p.m. on
Thursday, October 4, with a performance by SantanaWays.
Dubbed “the ultimate Santana tribute band,” SantanaWays pays homage to
the music of Santana by emphasizing the heart and soul in the Rock & Roll Hall of
Fame band’s extensive musical catalogue. With their electrifying Latin and blues rock,
SantanaWays brings to life the rhythms and sounds of music that reaches across
decades and generations.
On stage from 6 to 7:30 p.m. every Thursday in October, Palm Desert’s Fall
Concerts will feature a variety of talented musical acts designed to please music lovers
of all ages and tastes. Other concert series performances include vintage rock ‘n’ roll
from The Dreamboats (October 11), alternative folk from Twisted Pine (October 18),
and hot jazz/western swing from Hot Club of Cowtown (October 25).
The City extends its thanks to the Desert Recreation District for its support of this
year’s Fall Concert Series.
The kick off of Fall Concerts also means the return of food trucks to Civic Center
Park. Concertgoers are encouraged to sample the trucks’ mouthwatering mobile
culinary creations or bring picnic baskets along with their blankets or lawn chairs to
enjoy the shows. Alcoholic beverages and smoking are prohibited.

As part of its ongoing efforts to offset the rising costs of
public safety services without financially impacting
residents, the City of Palm Desert is joining the neighboring
cities of Indian Wells and Rancho Mirage and will start billing patients’ health insurers for emergency
services beginning this September.
There will be no changes to emergency services in Palm Desert as a result of this effort. As has been
the case for more than three decades, Palm Desert residents will not be billed or have to pay anything out
of pocket for emergency services.
Health insurers for visitors and residents will be billed for ambulance trips and related fees in an effort
to end what has amounted to a subsidy of private insurance companies using public funds.
Residents of Palm Desert, Indian Wells, and Rancho Mirage will not be billed for the balance that an
insurer does not cover. Visitors to these cities will receive a bill for any unpaid balance. Residency will be
determined by the primary address that a patient or family member provides. Uninsured patients can
contact the City for a hardship waiver.
While residents will not receive a bill, they will likely receive an explanation of benefits from their
insurance company identifying the amount that the insurer paid and any unpaid balance. This
explanation of benefits is not a bill and the City is not involved in its distribution or the collection of any
unpaid balance. Residents may also receive a request for insurance information from the City’s billing
provider, Wittman Enterprises.

A treasured local tradition and one of
the desert’s most fun and colorful events
returns on Sunday, October 28, when
scores of decorated carts, floats, and
marching bands will head down world
famous El Paseo for the 54th annual
Palm Desert Golf Cart Parade.
Organized by the Palm Desert Area
Chamber of Commerce, the Palm Desert
Golf Cart Parade is the largest parade
of its kind and a popular favorite that
attracts people from across the desert
and around the world.
This year’s parade, with the theme “Celebrating Our Super Heroes” steps off at noon, but the day’s
fun begins long before that.
At 8 a.m., the Palm Desert Rotary will hold its popular annual Pancake Breakfast on the corner of
El Paseo and San Luis Rey. 10 a.m. marks the opening of sponsor and golf booths as well as a Golf Cart
Show that gives distributors and proud owners a chance to show off their historic and hot-rod carts
and compete for a People’s Choice Award. Other attractions include a Kid’s Play Zone, food and drink
vendors, awards and trophy presentations, and more.
Free seating can be found at multiple locations along the parade route. VIP seats ($25 each) and
Auen Foundation’s free Senior Seating both include a boxed lunch per seat and can be reserved in

2018 GOLF CART PARADE CELEBRATES
The fifth annual Y Be Fit Palm Desert Challenge returns to Civic Center
Park on Sunday, October 7, giving walkers, runners, and tri-athletes of all
ages and skill levels a chance to get fit and join in the fun.
Sponsored by the City of Palm Desert, the event benefits Family
YMCA of the Desert, and includes something for everyone including a
Reverse Mini-Triathlon, a 5K Run/Walk, a Color Run, and a Health and
Wellness Fair featuring booths, activities, and music from 7 to 11 a.m.
The Reverse Mini-Triathlon starts with a 5K run, followed
immediately by a 10-mile bike ride, and concludes with a refreshing 300
meter swim at the Palm Desert Aquatic Center. This year’s event once
again includes a team category where runners, cyclists, and swimmers
can form a team of up to three members and compete together, with
each team member participating only in his or her chosen specialty.
Members’ times will be combined to see which team was the fastest.
A 5K Run/Walk and a 2K Color Run offer additional options for athletes, families,
and friends as well as those who just want to mix in a little activity with their fun.
Following the triathlon’s conclusion, Y Be Fit will continue with a free Health and
Wellness Fair that offers members of the public a wide array of valuable information
along with vendor booths, entertainment, and activities for all ages.
Race participants can sign up at ymcaofthedesert.org. Registration starts on race
day at 5:30 a.m. Advance registration fees range from $10 ($15 on race day) for the
Color Run to $60 for the Reverse Mini-Triathlon ($90 on race day). Event start times
are staggered with the Reverse Mini-Triathlon starting at 7 a.m.; 5K Run/Walk at
7:15 a.m.; and the Color Run at 9 a.m.

The Palm Desert Community Gallery will highlight artwork from Toshiko “Toko” Ousdahl and Barbara
Price in its new exhibition – Lights and Shadows – on display through November 9. A public reception will
honor the artists on Monday, September 17, from 5:30 to 7 p.m.
Born and raised in Japan, Toko Ousdahl moved to the United States in 1980, and then to the Coachella
Valley in 2008. She is a former university professor who dedicated herself to painting once her family was
grown. She describes her approach to her artwork as “enthusiastic, yet humble”. Her work is inspired by
her commitment to self-realization and is reflective of her desire to share her feelings of happiness, peace,
and strength with the world.
Barbara Price discovered her talent for art later in life. At the age of 81, she began creating the artwork
that will be included in Lights and Shadows. For the past three years, she has been producing work
exclusively utilizing pastels. In her work, she is interested in portraying people who have expressive eyes
that speak to the viewer. She has exhibited her work regionally with various arts organizations.
The Palm Desert Community Gallery is located in Palm Desert City Hall and is open Monday through

Palm Desert residents have a unique, early
opportunity to get free tickets to see and
hear the U.S. Army Field Band & Soldiers’
Chorus on November 7 when the acclaimed
musical ensembles perform at the McCallum
Theatre.
On Monday, October 1, from 9 a.m. to
5 p.m., free tickets for Palm Desert residents
only will be available for pick up at the
McCallum Theatre Box Office, located at
73000 Fred Waring Drive. Tickets are limited
to four per person. Remaining tickets will
be made available to the general public
beginning October 2.
Known as the “Musical Ambassadors
of the Army,” the United States Army Field
Band & Soldiers’ Chorus have performed in
all 50 states as well as 30 foreign countries.
The service member musicians of these two
Washington, D.C.-based ensembles perform
a wide variety of music, from operatic arias
and classical masterworks to Sousa marches,
jazz standards, and Broadway hits.

Palm Desert Enhancing Fiscal Strength
and Transparency
The Palm Desert City Council recently
approved a new budget for fiscal year
2018/2019 that strengthens the City’s financial
position while continuing to provide the high
levels of service and quality public amenities
that our community’s residents, businesses,
and visitors have come to expect.
Palm Desert’s daily operations are paid
for from the General Fund. This year’s General
Fund budget represents a roughly 3% increase
from the prior year with just over $58 million
in revenues and a little less in expenditures
resulting in a balanced budget with a slight
surplus.
The rise in expenditures is primarily the
result of increases in public safety costs and
the statewide minimum wage. Increases
in projected revenues are a product of
Measure T transient occupancy tax (TOT)
revenues including anticipated revenues from
new hotels.
The lion’s share of expenditures, $35.5
million or just over 51% of the City’s $68.7
million in operational expenses (combined
General Fund and Fire Fund), continues to be
dedicated to providing public safety services
including police and fire.
The City’s major revenue sources
continue to be sales tax and hotel tax (TOT)
with property tax coming in a distant third.
Palm Desert’s new budget will continue
to fund a wide array of improvements and
services including projects that create
opportunities for business growth, jobs, and
affordable housing.
In an effort to enhance transparency
and understanding of the City’s budget and
finances, Palm Desert has partnered with
OpenGov to offer a new way for the public to
explore municipal financial data online.
OpenGov’s interactive charts and graphs
dynamically illustrate where revenues come
from and where the money is spent, providing
residents and other stakeholders with an
intuitive, easy to use window into how their
government works.

Dog walkers, their furry best friends, and walkers in general, are invited for a walk in Civic Center Park
on Tuesday, October 2, to learn how they can help prevent crime in our community.
From 4 to 7 p.m., Palm Desert Police officers will be in the park, located
at the northeast corner of San Pablo Avenue and Fred Waring Drive, to explain
the Dog Walker Watch program. Like Neighborhood Watch groups, the
Dog Walker Watch program is designed to encourage dog walkers, and
all walkers, to be community observers and report suspicious activity to
the police following through on the motto – “If you see something,
say something.”
There is no obligation to register or join a Neighborhood Watch group
