Selected from a field of 70 candidates from across the
country, Todd Hileman began his new role as the City
Manager of Palm Desert on March 1, 2021. He came to the
City after serving for the past four years as City Manager
in Denton, TX, a rapidly growing suburb of Dallas with a
population of approximately 150,000.
“We received a very strong field of applications, reflecting
positively on our whole community and our city staff,”
Mayor Kathleen Kelly said. “The City Council is confident
that Todd has all the qualities necessary to continue Palm
Desert’s tradition of excellence.’’
During his 28 years in local government, Hileman
has achieved community goals and helped organizations
transform business practices while emphasizing efficiency,
customer service, and innovation.
Asked about taking on a key management role in
the midst of a public health emergency, Hileman was
philosophic.
“The past year has been challenging for municipal
governments everywhere,” he commented. “But in Palm
Desert I see solid potential for growth along with those
challenges. I welcome the opportunity to work closely with
staff and City Council to capitalize on these opportunities.”
Prior to his service as Denton City Manager, Hileman
served from 2004 to 2016 as Village Manager of Glenview,
IL, a north Chicago suburban community with a population
of nearly 50,000. In previous assignments, he served as City
Manager and Assistant City Manager of Avondale, AZ, from
2000 to 2004 and as City Administrator for the cities of
Delavan, WI and Vandalia, MO.
Hileman holds a Bachelor of Science degree Magna
Cum Laude from Arizona State University and a Master of
Public Administration from Northern Illinois University. He
received the City Manager of the Year award from the Illinois
Assistant Municipal Management Association (IAMMA), and
the Village of Glenview received the Community Partnership
Award from the International City/County Management
Association (ICMA).

Challenge Blood Drive taking place at the Palm
Desert Community Center.

To help Palm Desert residents and businesses safely dispose of sensitive documents, Palm Desert and
Burrtec Waste and Recycling Services will host a free, two-day shredding event on Friday and Saturday,
May 7 and 8.
Due to ongoing road construction on San Pablo Avenue, the event will be held in a new, temporary
location in the parking lot of the Palm Desert Area Chamber of Commerce, 72559 Highway 111. Participants
should enter the parking lot from the south side via the Painter’s Path entrance. This is a drive-thru event, and
participants are required to remain in their vehicles and wear a mask when interacting with staff.
Shredding will take place both days from 7:30 to 11:30 a.m. or until the trucks are full. No appointment
is necessary.
The shredding event is a great opportunity to do some spring cleaning while securely disposing of old
files including medical, legal, financial, tax, and personnel records.
Acceptable items include documents printed on office paper; photos and glossy paper; cancelled checks;
receipts and invoices; file folders; and envelopes. There is no need to remove staples or paper clips, but large
binder clips and notebooks will not be accepted. All documents will be shredded onsite and then recycled.
This event is free and open to Palm Desert residents and businesses. Residents and businesses are limited

Partnerships Generate Energy Savings
at Affordable Housing Community
Nearly $1 million in energy efficiency
upgrades for the 791 residents at One
Quail Place Apartments, an affordable
housing community in Palm Desert, were
completed recently thanks to a partnership
between the City of Palm Desert, Southern
California Gas Co. (SoCalGas), and SoCal
Edison (SCE).
The upgrades include 11 new high-
efficiency boilers installed by SoCalGas
that will supply hot water to all 384
apartment units in the community. SCE
replaced 242 HVAC units and seven refrigerators inside individual residences. The company
also replaced 475 exterior bulbs and ten pool and spa lights.
These new, energy efficient upgrades are expected to reduce the complex’s energy usage
by about 15%, or 200,000 kilowatt-hours annually.
“The partnership with SoCalGas and SCE represents a true collaboration for the public
good,” said Palm Desert Mayor Kathleen Kelly. “The operational dollars saved by this project
will aid the Palm Desert Housing Authority in providing additional affordable housing
opportunities to the public.”

The next Town Hall will take place online on Tuesday, June 15, at 4 p.m.
Held as a Zoom meeting to facilitate participation, each Virtual
Town Hall features different aspects of Palm Desert. The June 15 Town
Hall will focus on the neighborhoods in the south side of the City, and
will touch on topics ranging from utility undergrounding to updates
from The Living Desert.
While each Town Hall emphasizes information about a particular
area or aspect of the City, these informative and free meetings are
open to all who wish to participate.

Save a life and support your community at the upcoming
LifeStream blood drive hosted by the City of Palm Desert. The event
will be held on Wednesday, May 5 from 8 a.m. to 12
noon in the LifeStream Bloodmobile located at Palm
Desert City Hall, 73510 Fred Waring Drive.
The need for blood donations continues to be acute.
Rigorous safety and disinfection protocols ensure that
the process is safe for donors and staff alike. Donors
are strongly encouraged to make appointments to maintain social
distancing, and masks must be worn throughout the blood donation.
People who have received their COVID-19 vaccine may donate
blood. Donors must be at least 15 years of age (15- and 16-year-olds
require parental consent), weigh at least 115 pounds, and be in good
health. A photo ID is also required. Donors should maintain their
regular meal schedules and increase fluid intake (water is best) in the
24 hours prior to donating.

Free Shredding Event Moves to New Location Palm Desert residents are invited to enjoy a day at the Palm Springs Air Museum
free of charge on Saturday, May 8, as the popular attraction celebrates Palm Desert Day.
Opened in 1996, the Palm Springs Air Museum commemorates its silver anniversary
this year. Named by CNN Travel as one of the top 14 aviation museums in the world,
the museum has 59 planes on display inside four climate-controlled hangars with more
outside on the tarmac.
Many of the museum’s docents are veterans and are willing to share their
experiences with visitors. In addition to flyable and static aircraft, the museum uses
permanent and temporary exhibits, related artifacts, artwork, and library sources to tell
the history of the World War II, Korea and the Vietnam War eras.
To receive free admission, Palm Desert residents must show proof of residency in
the form of a California Driver’s License or California Identification
Card. Museum hours are 10 a.m. – 5 p.m.

What started last year as a response to socially distanced
graduation ceremonies is now a new Palm Desert tradition!
Class of 2021 graduates of all area high schools are invited to
a special Graduation Cruise Night on El Paseo on Wednesday,
June 2 at 7 p.m.
This school year offered just as many challenges as the
past year, and it’s time to let our students celebrate their
achievements along with classmates and friends. Participants
are encouraged to wear their caps and gowns, make celebratory
signs, and decorate their cars for this informal parade up and
down Palm Desert’s famed shopping district.
“We knew we were on to something last year when
the City organized this event to support the Class of 2020.
Everyone remarked at the time that it was such good fun
and so uplifting that we should turn it into a Palm Desert
tradition. And now we have!” explained Palm Desert
Mayor Kathleen Kelly.
This fun, free and family-friendly event is sponsored
by the City of Palm Desert and Desert Sands Unified

Cruise Night will join in the cruise and festivities, too.
All are welcome at this event. Spectators are
encouraged to support our graduates by cheering
them on safely from the sidewalk or the vantage point of
an outdoor dining deck overlooking El Paseo. Cruisers must
remain safely inside their vehicles, and observe all traffic signs,
signals, and rules of the road.
The City of Palm Desert, in partnership with
the University of California, Riverside’s Palm
Desert campus, continues to offer no cost, drive-
up COVID-19 testing on a new summer schedule.
The open-air Curative test site
offers appointments Sunday through
Thursday, between 7 a.m. and 3 p.m.
Conveniently located near Interstate
10, the testing site at the UCR Palm Desert
Campus can be accessed from Frank Sinatra
Drive via Berger Drive South.
Appointments are requested for the tests, but
drive-ups will be accommodated when possible.
The tests offered are self-administered oral swabs
rather than the more invasive nasal swab tests.
