Cool tunes and cooler temperatures are coming to
Palm Desert this October with the return of the City’s
free Fall Concerts in the Park series. On stage at the Civic
Center Park amphitheater from 6 to 7:30 p.m. every
Thursday in October, the concerts feature a variety of
talented musical acts designed to please music lovers of
all ages and tastes.
The excitement kicks off on Thursday, October 6,
with a performance by We Belong – a tribute to Pat
Benatar and Neil Giraldo. You can expect top-notch
entertainment thanks to the amazing, true-to-life sound
developed by this award-winning band.
The series continues on October 13 with a
performance by the Blue Breeze Band. This popular
band delivers it all—Motown, R & B, soul, funk, and
dance—with rich harmonies, plus a phenomenal rhythm
section and extraordinary horns.
The Dreamboats bring back vintage rock n’ roll to
the concert line up when they return to the amphitheater
stage on October 20. Known for their high energy
performances that are evocative of the Chuck Berry era,
they’ll have you up and dancing.
The concert season closes out on October 27 with a
show by the Pop Rebels Band featuring the best dance,
R & B, rock, and party music from the 60s to today.
In addition to live music under the stars, the Fall
Concerts kick-off also means the return of food trucks
to Civic Center Park. Concertgoers are encouraged
to sample the trucks’ mouthwatering mobile culinary
creations or may bring picnic baskets along with their
blankets or lawn chairs to enjoy the shows. Alcoholic
beverages and smoking are prohibited.
The City extends its thanks to the Desert Recreation
District for its support of this year’s Fall Concert Series.
FREE FALL CONCERTS
RETURN TO CIVIC CENTER PARK
Civic Center Park is located on the northeast corner of San Pablo Avenue and Fred Waring Drive.

For the last several months, the City of Palm Desert has worked with Burrtec Waste and
Recycling Services to expand organic waste collection services for residents and businesses
by transitioning to a three-bin system (waste, recycle, and compost). Organic waste,
comprised of food scraps, food-soiled paper, and garden waste, will be recycled using
composting facilities that make soil amendments.
All residents will receive a kitchen pail for food waste collection as well as new and
repurposed trash bins. Residents then transfer collected food waste to their green organics
bin prior to their regularly scheduled pick up by Burrtec.
The initial rollout of Palm Desert’s residential organics program began in June. In order
to meet the needs of all residents, Burrtec is working with select homeowners’ associations
(HOAs) and multifamily dwellings to deploy their bins this Fall.
If you have not yet received your new equipment and are part of an HOA, your program
will be implemented in Fall 2022. If you believe you missed your bin delivery and would like your
bins delivered prior to the Fall rollout, please call Burrtec at 760-340-2113. Additional information,

Lower-income homeowners with homes
that need emergency repairs are encouraged
to apply for the City of Palm Desert’s Home
Improvement Program.
Examples of the types of repairs that could
be eligible for assistance under the program
include emergency water damage repairs,
water heater replacement, and repairs to
damaged roofs.

The City of Palm Desert will hold a free electronic waste
collection event on Saturday, September 17, from
7 – 11 a.m. in the parking lot at Palm Desert Civic Center,
73510 Fred Waring Drive.
Collected electronic waste will be donated to Desert
ARC Recycling. Donation receipts will be available upon
request during the event.
Acceptable items are almost anything with a plug or
circuit board including:

• Microwave Ovens
• Computers & Accessories
• Printers & Copiers
• Toasters
• Cameras
• Irons
• Stereo Equipment & Radios
• Phones
• Vacuum Cleaners
• Video Game Systems
• Small Appliances
Large appliances such as refrigerators, dryers, and stoves
will not be accepted at this event. Lightbulbs and non-
lithium batteries, while not e-waste, can be dropped off at
this event for recycling.
Businesses with more than 20 items for disposal
must call Desert ARC at 760-404-1370 to schedule an

Coachella Valley Garden Day

UC Riverside Palm Desert, Riverside County Master
Gardeners, and Desert Horticulture Society have
teamed up for Coachella Valley Garden Day, a fun,
interactive event with gardening, landscaping, and
horticulture experts. Learn what to plant, when
to plant, how to care for your plants, and how
to attract pollinators and provide vital habitat for
wildlife. Hundreds of desert plants of all species,
sizes, shapes, and colors will be available for
purchase.
UC Climate Stewards Program
The UC California Naturalist Climate Stewards
Program uses an interdisciplinary curriculum to
show how climate is changing both natural and
social systems and teaches students what they
can do to improve ecosystem and community
resilience. The Fall 2022 cohort will run Saturdays,
September 10 – November 12, from 9 a.m. –
1 p.m. Participants may attend either virtually or
in-person at the Palm Desert Center.

The City of Palm Desert has made economic
development a top priority and is committed
to serving its diverse and dynamic business
sector. To that end, the City has developed
two new initiatives to support merchants in
our community.
One is the Unite Palm Desert Security
Camera System Grant Program, which
offers up to $500 for Palm Desert commercial
businesses to install security camera systems
at their location. Grants will be paid as a
reimbursement to businesses/property owners
based on actual costs for the purchase and
installation of security cameras.
Through its Bicycle Rack Incentive
Program, the City will install a free bicycle rack
at commercial business locations. Applicants can
choose from three different styles, each of which
are available in different colors. Upon approval
of the application, the City of Palm Desert will
purchase and install the selected bicycle rack at
the business owner’s premises.
The Security Camera and Bike Rack incentive
programs are available to all businesses located
in Palm Desert on a first
come, first served basis
while funds are available.

CITY OFFERS INCENTIVES TO LOCAL BUSINESSES
GOLF CART PARADE
RETURNS TO EL PASEO
The City of Palm Desert’s approved
budget for fiscal year 2022/2023 addresses
the ongoing economic challenges resulting
from the impacts of inflation, supply chain,
and labor issues while maintaining the high
levels of service and public amenities for
which our community is known.
The well-being and safety of Palm
Desert’s residents, visitors, and businesses
were the City Council’s highest priorities
in the budget process. In this budget
City Council has made efforts to ensure
that much of the deferred maintenance
absorbed during the pandemic is now
being addressed in addition to funding the
capital investment objectives set forth in the
City’s 20-year strategic plan.
The City’s daily operations are paid for
from the General Fund. The total projected
General Fund revenues of $71,180,581 and
estimated expenditures of $71,176,429 will
result in an estimated surplus of $4,152.
Estimated General Fund revenues
represent a nearly 28% increase ($15.67
million) from the previous fiscal year’s
revenue estimates. The increase is based on
estimates from a rise in business following
the pandemic, an uptick in retail sales,
recent local travel activity, and rescheduled
regional events.
The approved General Fund operating
expenditure budget represents an
approximate increase of 14% ($8.67
million) over last fiscal year. The projected
expenditures include increases in the cost
of public safety, Aquatic Center operations,
and City contracts due to an increase in the
statewide minimum wage.
The safety of Palm Desert’s residents,
businesses, and visitors continues to be
a top priority. This year, the public safety
budget is approximately $39.1 million, and
is paid from both the General Fund and the
Fire Tax Fund. The portion being paid from
the General Fund amounts to about 36% of
the total overall budget.
The City continues to partner with
OpenGov to enhance transparency and
understanding of its budget and finances.
OpenGov’s online interactive charts and
graphs illustrate where revenues come
from and where the money is spent,
offering residents and other stakeholders an
intuitive, easy-to-use window into how their
government works.

One of the desert’s most colorful events
returns on Sunday, October 30, when scores of
decorated carts, floats, and marching bands will
head down world famous El Paseo for the 58th
annual Palm Desert Golf Cart Parade.
Organized by the Palm Desert Area Chamber
of Commerce (PDACC), the Palm Desert Golf Cart
Parade is a treasured local tradition. NFL legend
Tom Flores will be the 2022 Grand Marshal.
The “Masquerade Parade” steps off at 12 p.m.,
but come early to enjoy all day’s activities. The
Palm Desert Rotary will hold its popular annual
Pancake Breakfast starting at 8 a.m. on the
corner of El Paseo and San Luis Rey. Sponsor and
vendor booths open at 9 a.m. and be sure to
leave time to peruse the classic car show, too.
Free seating can be found along the
parade route. VIP seats ($25 each) and Auen
Foundation’s free Senior Seating both include
a boxed lunch per seat and can be reserved
beginning September 1. For more information

Starting with the November 2022 Election, Palm Desert voters
will begin using Ranked Choice Voting to elect members to the City
Council. The City recently transitioned to a two-district electoral
system and Palm Desert voters are the first in Riverside County to use
Ranked Choice Voting to elect members to the City Council.
What is Ranked Choice Voting?
Ranked Choice Voting is an innovative voting method in which
voters will rank candidates in order of choice. All first choices are
counted, and if a candidate has enough votes, they win. If no
candidate has more votes than the election threshold, the candidate
with the fewest votes is eliminated, and voters who chose that
candidate have their votes counted for their next choice. Ranked
Choice Voting ensures that voters can prioritize their preferred
candidates without fear of “wasting” their votes.
For this election specifically, Palm Desert voters within District 2 will
elect two members of the City Council using Ranked Choice Voting.
